What the inspector wrote

On April, 24, 2026, at approximately 1:00PM, Licensing Program Analyst (LPA) Katie Krenn conducted an unannounced case management visit regarding an Action Level Exceedance (ALE) due to lead found in a sample in the Child Care Center's water. LPA was granted entry to the facility by the Assistant Director, Antoinette "Toni" Maxted. LPA explained the purpose of the visit. Present during the visit were two staff, the school day had not yet ended, since this is an after school program, no children were in care at the time of the visit. LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires the Lead Testing of water in the Child Care Center with the assistant director during the inspection. All Child Care Centers that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. The facility initially tested this water source on 10/04/2025 The facility received the ALE report from the Vendor on October 22, 2025. Test results for this facility that exceeded a higher level of parts per billion (ppb) allowed, 5.5 ppb. The affected fixture in this facility, at this time is fixture M (9.300), which is an indoor drinking facet. LPA observed a sign stating, "Out of Service, DO NOT USE." Per director, Sharon Pfeiffer whom was not present during the visit, but LPA spoke with director on the phone, the facility stopped using using that classroom in February of 2026. LPA asked if the director wanted to remove that room from the license. The director said that they plan to flush the drinking facet and retest. Per the director, the program would like to use that classroom in the summer. continued on page 2 Page 2 Assistant director showed LPA the classroom, LPA observed that the facet was still functional. Even if the program is not using the facet at this time, as long as the room remains licensed the facility could use it again at anytime. Per Written Directives 101700.3(b)(2), licensees shall maintain a lead value at or below 5.5 ppb in all outlets subject to testing requirements for the health and safety of children in care. Due to updated guidance on the written directives in PIN 21-21.1-CCP, the facility will be cited for the ALE of fixture .M Please see LIC809-D for deficiency cited today. Appeal Rights were reviewed and a copy was provided. A Notice of Site Visit was given and must be posted for 30 days. This report was reviewed and signed by the Assistant Director, Antoinette "Toni" Maxted.
