What the inspector wrote
On 4/16/2025, at approximately 11:15 am, Licensing Program Analyst, (LPA) Wadhwa and Olguin- Leon, met with Director, Michele Mclaughlin to conduct an unannounced, annual Inspection. Present during today\342\200\231s visit were, Director, 7 staff (5 teacher, 2 aides) and 56 school-aged children. All children present today are properly signed in. The facility is operating within capacity limits of the license on this day. The preschool program and the after-school program operate on the same premises.
The facility is located next to Sandpiper Elementary and provides after school program for school age children. Currently the program has 79 school-age children and one preschool child enrolled. Program operates using both classrooms and outdoor play yard. Days and Hours of operation are Mon, Tues, Thurs, Fri, 2 PM- 6:00PM. Wed 12:00PM-6:00PM. TK children join preschool at 12:20pm and Kindergarten joins preschool program at 1:30pm. TK and Kindergarten transition to after-school program at 2pm. Program operates throughout the year.
LPAs inspected facility, indoor and outdoor, with director for health and safety hazards. LPAs observed the classrooms to be clean, orderly with age-appropriate materials available for the children. The classroom is equipped with age-appropriate furniture, desks, tables, and chairs for seated activities. LPAs inspected storage areas, art-supplies, games, toys, and other materials and were found to be in good repair. The classroom is well-lit and properly ventilated.
LPAs observed bathrooms to be in proper working condition, with appropriate sanitation products. Cabinets and drawers are made inaccessible to children with safety locks. The facility is equipped with an in-built smoke alarm, multiple fire-alarms, and three fully charged 2A:10BC fire extinguishers. LPAs tested carbon monoxide detector and found it to be in working condition.

LPAs inspected the kitchen and the food storage areas. The facility provides one snack at 3pm. LPAs inspected food stored in the fridge and found it to be properly dated and sealed and stored appropriately. The food storage areas were observed to be clean, free of trash, poisons, and other cleaning supplies.
LPAs inspected the outdoor play area. The play area is completely enclosed with a 5 feet long metal fence and has one exit door. All outdoor toys were observed to be in good repair and stored properly. The play structure is properly anchored and has rubber padding underneath. There is also a grassy patch on the other side of outdoor area. There is a basketball hoop in the outdoor play area. There are no pools, spas, or other similar bodies of water on the same premises. Per Director, there are no weapons or firearms on the premises.
LPAs reviewed facility records including 5 children\342\200\231s files and 5 staff records and found them to be complete with all required documents
. Children's files were found to be complete with a record of emergency identification information as well as required immunizations. All staff have the required immunizations, a current CPR/First Aid training certificate and Mandated Reporter Training certificate.
LPAs also inspected First Aid supplies and children\342\200\231s medication and was found to be stored properly, in compliance with regulations. Emergency drills are conducted quarterly at the facility, with the last drill done on 3/10/2025 and properly logged.
The required postings were reviewed and included the Facility License; Notice of Parents Rights (PUB393); Emergency Disaster Plan (LIC610); Earthquake Preparedness Checklist; and Updated Menu.
Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in Child Care Center. A civil penalty of $100.00 minimum/ day up to $500.00 maximum per day/per person will be assessment if this regulation is violated.
This facility provides Incidental Medical Services \342\200\223 IMS. LPAS reviewed storage of medication and equipment. For IMS information, see PIN 22-02-CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

As of today, no deficiencies were issued under CCR, Title 22, Division 12. Exit interview conducted and report was reviewed with Michele Mclaughlin, and director\342\200\231s signature of this form acknowledges receipt of these documents.
A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
