Inspector’s narrative

What the inspector wrote

On October 11, 2022, Licensing Program Analyst (LPA) Van met with the Licensee, Nada Breidinger, for an unannounced inspection of the Plan of Correction (POC). The purpose of the inspection was explained, and was granted entry to the home of the Licensee. There are 12 children in care with the Licensee and a helper today. All staff present have criminal record clearance on file. On September 22, 2022, during the required annual inspection, the following deficiencies were cited: Section 102417(b)(1) The children's records review confirmed that the Licensee did not comply with the Licensed limitation requirement because 13 of 13 children in care were preschool-age children. The 13 th child was not a school-age child or enrolled in Kindergarten. The Licensee has since reduced the capacity to 12 preschoolers, and the 13 th child is enrolled part-time. The Licensee ensures that the part-time children's schedule does not over-lapping and maintains only 12 preschoolers. Section 102418(g) The records review confirmed that 2 out of 10 enrolled children's files did not have immunization records. Children's files were reviewed today, and it was found that all children have up-to-date immunization records. Health and Safety code section 1596.8662(b)(1); Licensee and helper did not have the required Mandated Reporter training Certificate on file. Today, the Licensee showed proof of a valid Mandated Reporter training Certificate until 2024. All deficiencies cited on September 22, 2022, cleared today. An exit interview was conducted with the Licensee, and a consultation was provided. In today's inspection, no deficiencies were observed. The Licensee, Nada Breidinger, signed the report. A notice of the site visit and a copy of the Letter of Deficiencies Citations were provided to the Licensee. LPA informed the Director that the site visit notice had to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
