What the inspector wrote

On December 19, 2025 at approximately 9:00AM, Licensing Program Analyst (LPA) Katie Krenn arrived at the facility for an unannounced case management visit, regarding an unusual incident which occurred on December 11, 2025, that the facility self-reported. LPA met with Director, Britney Hatfield (D1) and explained the purpose of today\342\200\231s visit. Present today, in addition to D1 are 11 staff supervising 41 preschool children in three classrooms. Program operates Monday through Friday from 8:00am \342\200\223 4:00pm for a ten-month school year. School is closed for summer, winter, and spring breaks as well as holidays. Per D1, there are no pools, spas, or bodies of water on the property. LPA and D1 toured the facility. D1 showed LPA the area of the classroom where the incident occurred. D1 described the incident as they understood it. The incident involved a child getting their finger stuck in a toy and first responders were called to assist with removing the child\342\200\231s finger from the toy. The child did not have any injuries. D1 introduced LPA to the child. LPA briefly interviewed the child. D1 has removed the toy from the classroom and plans to replace it with a toy made of more pliable material and with larger parts. LPA observed the toy to be age appropriate. LPA inquired why the child had put the toy on their finger. D1 said the child was attempting to wear the toy piece on their finger as jewelry. LPA recommended to D1 that the facility consider acquiring some age appropriate toy jewelry. Based on observations and interviews LPA did not identify any violations of the title 22 regulations regarding this incident. continued on page 2 Page 2 Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
