What the inspector wrote
On April 10, 2025, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced, annual inspection. LPA met with Director Lisa Williams and explained the purpose of the inspection. Present in the facility today were, Director, 4 staff caring for a total of 9 infant children. All staff have criminal background clearances and associated to facility. Facility is operating within capacity and in compliance with staff/child ratio. Facility operates an infant and preschool program from Monday to Friday 7:30pm to 4:30pm on the 10-month school schedule and closed during summer.
LPA and Director toured the facility for health and safety hazards. Infant program operates in Building #1 and consists of two classrooms, one classroom is for younger infants and one classroom is for older infants. Classrooms are clean with proper temperature and ventilation. There are plenty of age-appropriate toys, infant furnishings, playmats, and learning materials all in good repair. Wall storage cubbies with hooks underneath are available for children to store personal items, diapers, and belongings. Each classroom is equipped with diaper changing table for diapering children. A sink is located next to changing tables.
LPA reminded Director to clean and disinfect changing table after each diapering. There is a separate bathroom in facility for staff use. All trash containers in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinets and inaccessible to children. Facility has plenty of sleeping cribs labeled with children\342\200\231s names available for napping; facility provides fitted sheets for cribs and are washed weekly or as needed. Infant sleeping area is in a separate room and away from infants\342\200\231 activity area.
Outdoor playground is equipped with small slides, playhouses and other age-appropriate toys, all in good condition. Playgrounds are surrounded with a 5 ft. chain linked fenced which is equipped with privacy mesh. Infant outdoor flooring is soft padding material to cushion falls. LPA observed a tent to provide shade to children in care. LPA did not observe any pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Infants\342\200\231 food and bottles are properly labeled with child\342\200\231s name and stored in each classroom\342\200\231s refrigerator. Older infants bring their own lunches and are stored in cubbies. Kitchen preparation area in classroom was observed to be clean and food stored properly to prevent contamination. Facility does not provide a food service to infants. Children bring their own water bottles from home and are labeled with children\342\200\231s names. Facility refills water from water faucets or from Brita filtered water pitcher. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office and away from other children.
LPA reviewed sign in/out via Lillieo app. Staff sign children in and out using an iPad. Staff physically intake children from parent and document on Lilleio app. Classrooms are equipped with fully charged fire extinguishers, LPA did not test carbon monoxide or smoke detector, due to infants in classroom. Director will test after hours. Facility is equipped with a landline phone and staff use What\342\200\231s Up app for communication.
LPA reviewed 5 children\342\200\231s records 4 staff record. Children\342\200\231s files included safe sleep plan, sleeping logs and needs and service plan. Technical assistance issued for needs and services plan; plans were not updated. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on February 26,2025 and is properly documented.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the ban of sleep sacks in child care centers.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100
