Inspector’s narrative

What the inspector wrote

On September 20, 2023 at approximately 8:30am, Licensing Program Analysts (LPAs) Man Tso, Maria Olguin-Leon, and Catrina Quimbo conducted a case management inspection at Peninsula Jewish Community Center. LPAs met with director, Nicole Francis and explained the purpose of the inspection. Present during visit included 137 preschool children with 32 teaching staff. Program is an already licensed combination program for infant, preschool and school age program. Program has submitted an application for increase in an infant capacity to department. For the increase infant capacity program, 1 of the licensed preschool classroom will be utilized. Hence, the preschool capacity will decrease. Program requested to decrease capacity from 265 preschool children to 243 preschool children. Classroom #10, previously preschool classroom, was measured today for the infant capacity. Classroom #10 was measured for 711 sq ft. The total allowable capacity measured for classroom #10 that will be deducted from preschool capacity measures for 711 sq ft. equaling 20 children. Per Fire inspection, preschool program capacity will decrease from 265 preschool children to 243 preschool children. Director is aware that infant children, preschool children and school age children are to be kept separate. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs will approve the preschool decrease capacity. Preschool program will be licensed for 243 preschool children effective from September 20, 2023. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director, Nicole Francis.
