On August 6, 2025 @ approx.10:55apm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Regina Gonzales to conduct an unannounced annual random inspection. The purpose of the inspection was explained to licensee. Present in the home today was licensee, assistant and 7 children (3 infants and 4 preschool-age). All adults living and working in home have criminal background clearances and associated to facility. Licensee is operating within capacity and ratio requirements on this day. Hours of operation are Monday\342\200\223 Friday 8:00am \342\200\223 5:00pm. Entrance into daycare room is through side gate and back door into garage LPA toured the indoors and outdoors of home for health and safety hazards. Home is a three-story home. The DAY CARE AREAS ARE: is the garage which is on the ground level, the garage includes a restroom and portion of backyard. The OFF-LIMIT AREAS : entire home on the 2 nd and 3 rd floor, laundry room (in garage), upper deck and upper level of backyard. The ISOLATION AREA : is in the backyard and away from other children. LPA observed the daycare room to be clean and well-organized with proper lighting and ventilation. LPA observed a child proof gate installed at the staircase. Cabinets are locked. The daycare room is furnished with age-appropriate toys, storage cubbies, child size furniture, highchairs, sleeping mats and playpens, all in good condition. LPA observed playpens with tight fitting sheets; licensee provides sheets for playpens and are washed weekly or as needed. There is a refrigerator and microwave in the daycare room. LPA observed a changing table with children diapering supplies. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care. LPA observed the entire backyard enclosed with a 5 ft. wood fence. LPA observed a storage unit at corner of backyard. The backyard patio is equipped with play kitchen, play slides, and ride on toys, all in good condition. LPA observed backyard to be equipped with an awning to provide shade for children in care. Backyard flooring is cement and a grass area to absorb and cushion falls. LPA did not observe any pools, spas, or other bodies of water. Cont. page 2\342\200\246 Page 2... Home is equipped with a dual smoke/carbon monoxide detector, LPA did not test detectors due to sleeping children. LPA reminded Licensee to test detectors. LPA observed two fully charged fire extinguishers (2A10BC) located on top of cabinets and is easily accessible. Licensee maintains a fully stocked first aid kit. Licensee maintains a landline and cell phone in the home. Per licensee, there are no weapons or firearms in the home. LPA reviewed 5 children\342\200\231s files; all files were complete and included LIC9227 Infant Safe Sleep Plan. Staff file was complete. LPA reviewed 15-minute sleep logs for enrolled infants; logs are kept up to date. Licensee maintains a current children\342\200\231s roster. Licensee CPR/FA expires 01/2026 and Mandated Reporter training expires 04/2027. Licensee provides breakfast, lunch and two snacks to children in care. LPA reminded Licensee to label children\342\200\231s food brought from home. LPA observed Childcare License, Parent's rights and emergency disaster plan posted in home. The last emergency disaster drill was conducted on July 8, 2025, and is properly documented. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. Cont. page 3... Page 3... As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.v/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee Regina Gonzales confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies issued today during LPA's visit, under CCR, Title 22, Division 12. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with licensee, Regina Gonzales.
