What the inspector wrote

On December 3, 2025 at approximately 8:00AM Licensing Program Analyst, (LPA) Katie Krenn arrived at the facility for an unannounced annual inspection visit. The Site Supervisor was not present when LPA arrived. LPA met with a Lead Teacher and explained the purpose of today's visit. Per the lead teacher the Site Supervisor was in a meeting. Present at the facility were five staff supervising 12 preschool children (ages 3-5 years old) and five toddlers (ages 2-3 years old). This is a Title V program. The facility remains within its capacity limits and meets the required ratios for today\342\200\231s visit. The Site Supervisor, Olga Martinez Chavez (D1) arrived shortly after LPA. Program operates Monday through Friday from 7:00 AM - 5:45 PM year-round. Per D1, there are no pools, spas, or bodies of water on the property. This facility uses an app for signing children in and out. LPA reviewed the sign in and sign out files and found that all the children present had been signed in. Each person designated to pick up children has their own unique pin. The facility had a first aid kit, a smoke detector, a fire pull alarm, a charged fire extinguisher, and an emergency disaster kit. LPA did not observe a carbon monoxide detector. continued on page 2 Page 2 The LPA inspected the indoor and outdoor areas for health and safety hazards. The facility was clean, safe, and well-maintained. Disinfectants, cleaning solutions, and poisons were securely stored out of children's reach, and all accessible cabinets and drawers in the classrooms were free of hazardous materials. LPA observed that the classroom had age-appropriate toys, furniture, educational materials, and designated cubbies for storage space, which are labeled for each child. LPA did not observed any accessible electrical outlets. Electrical outlets were fitted with child safety covers to prevent children's access. The bathrooms were clean, fully operational, and equipped with suitable toileting equipment and sanitation products. The outdoor playground has a fence. The play equipment is in good condition and does not have sharp, loose, or pointed parts. The areas around and under climbing equipment and slides are cushioned with rubberized material to cushion falls. Separate age appropriate play structures are available for toddlers and preschoolers. LPA did not observe any pools, spas, or bodies of water on the property. Per D1, they do not use wade pools. LPA observed filtered water pitchers and disposable cups both inside and outside, so children always have access to fresh water. The preschool program currently uses a catering service, Chefables for breakfast, lunch, and snacks for their children. LPA observed posted monthly menus that include healthy options such as fresh fruits, vegetables, and whole grains. According D1, none of the children currently in care have any known allergies. Currently, the facility is not administering any medications to any of the children in care. The facility offers mats for children to rest. LPA observed that each child had their own mat and that the mats are labeled. LPA observed that sheets, that per D1 are provided by the facility and washed onsite. LPA observed each child to have their own blanket, that per D1 are provided from home. Bedding goes home every Friday for laundering. LPA reviewed the files of six children. LPA observed that all the required medical and emergency information was complete in the children\342\200\231s files. continued on page 3 Page 3 LPA reviewed the files of six staff. LPA verified that all the staff have current Pediatric First Aid CPR certification. LPA verified that the staff met the educational requirements. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. continued on page 4 Page 4 Incidental Medical Services (IMS) policy was discussed.
