What the inspector wrote
On May 20, 2026, Licensing Program Analyst (LPA) Van conducted an unannounced annual inspection and met with licensee, Hye Sook Ji, and the licensee’s adult daughter/assistant, Grace Chang, and explained the purpose of the visit. Upon entering the home, LPA observed the licensee and her daughter providing care to 7 preschool-aged children. During the visit, two more preschool-age children arrived, bringing the total to 9. The facility operates Monday through Friday from 8:00 a.m. to 6:00 p.m.
The licensee disclosed that she plans to retire and permanently close the facility by the end of August 2026. During the visit, the LPA reviewed the required closure procedures with the licensee and provided the necessary information to complete the process.
The main entrance to the facility is through the side door on the left side of the residence. The approved
childcare areas are
located only on the ground level and include two playrooms (main classrooms), bathroom #1, the office (located next to the bathroom), and a portion of the backyard. The
off-limits areas
include the garage (pass-through only), the remaining portion of the backyard, and the entire second level of the home. Off-limits areas are made inaccessible with child-safety gates, including one at the bottom of the stairs.
The home was observed to be clean, orderly, and equipped with a variety of age-appropriate toys and learning materials. All electrical outlets are covered with child safety caps, and furniture is arranged to maintain clear pathways for safe movement. Cleaning supplies, sharp objects, and other hazardous materials are stored out of children’s reach. The room has adequate lighting, heating, and ventilation. Carpeting throughout the childcare areas was in good repair, clean, and free of stains. All toys and materials were in good condition.

The home is equipped with a fire extinguisher, a fully stocked first aid kit, and a functioning smoke/carbon monoxide detector. Bathroom #1, designated for children’s use, was clean and in working condition. According to the licensee, there are no guns or weapons in the home.
The licensee stated that the program currently serves only preschool-aged children and has no infants enrolled. LPA reviewed infant safe sleep regulations with the licensee and reminded her that, should she choose to enroll infants in the future, she must comply with all infant safe sleep requirements. These include maintaining cribs and play yards free of toys, blankets, and pillows during sleep; ensuring mattresses fit properly with snug, fitted sheets; and completing and documenting 15-minute sleep checks throughout infant nap periods.
The backyard is fully fenced and enclosed. The approved outdoor area contains appropriate play structures and toys in good condition. The backyard features an artificial grass surface and soft rubber padding beneath a play structure. The storage area in the backyard was made inaccessible to children. LPA did not observe any pools, spas, or bodies of water on the premises.
LPA observed that the licensee had the required postings displayed, including the facility license, Parents’ Rights Notice, and the Emergency Disaster Plan. The Earthquake Preparedness Checklist was not posted at the time of the visit. During the inspection, LPA provided the licensee with a copy of the Earthquake Preparedness Checklist to post. Fire drills are conducted and documented as required; the most recent drill was completed on 5/5/2026.
The licensee provides two snacks and lunch daily. The isolation area for ill children is located in the office, separate from the main childcare space.
LPA reviewed children’s and personnel files. Child records were complete, including vaccination records, parental rights forms, and emergency information. Personnel records were also current, with required immunizations, valid Pediatric First Aid/CPR certification, and a current mandated reporter training certificate.
Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with the Licensees and discussed the Child Care Licensing Safe Sleep webpage

as an additional resource. LPA also informed the Licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensees were informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.
LPA reviewed AB 1207 with the Licensees. As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at

Licensees were informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, HYE SOOK JI, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days.
