What the inspector wrote

On May 2nd, 2024 at approximately 11:30 AM., Licensing Program Analysts (LPAs) Janet Gil and Winnie Ly arrived at City of Pacifica Vallemar Child Care Center to conduct an unannounced, annual inspection. LPAs met with Director, Majdallen Musleh, and explained the purpose of the inspection. Present in the facility was the Director, 2 Staff teachers, and 13 children in care. All present staff have criminal record clearance. Facility is operating within capacity limits and ratio. The Pre-School Program is open M-F, 09:00 AM to 12:00 PM. Program operates in portable number 5. The used facility portable is equipped with one children\342\200\231s restroom with two working sinks and two working toilets. Per director, smoking is prohibited, and there are no firearms or weapons located in the facility. LPAs observed classrooms to be clean and equipped with age-appropriate toys and materials. Storage for children's belongings is located inside the classrooms, labeled with each child's individual name. LPAs observed facility has an installation of a smoke detector and carbon monoxide detector inside portable classroom 5. Detector was tested and observed to be working. Facility also has a fully charged, fire extinguisher located in by the entrance of the classroom. The facility offers snacks and breakfasts. Menus are posted in the entrance of the portable classroom visible to parents. Water is available to children indoors and outdoors. Children bring their own water bottles and refill them with facilities available water. All outdoor areas are clean and orderly. There is a variety of outdoor equipment that is in good working condition. Children are signed in and out of the facility with parents' signatures on a binder of entrance of portable 5. The facility has license documentation and information properly posted and available for review at the entrance. There are no pools or bodies of water on the premises. Continued on Page 2... Page 2 continued... LPAs reviewed facility records that included 6 children's records and 3 staff records. LPAs observed children's records to be complete. There was at least one staff member who has an up-to-date CPR & First Aid certificate. LPAs observed that staff records to be complete. The last emergency drill was conducted on 3/19/2024. Emergency drills are conducted at least once every six months and are properly logged and documented. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. The Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPAs observed the completion certificate on al files except one(S2). LPAs encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
