On June 27, 2025 @ approx. 10:00am, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Carmen Lopez to conduct an unannounced annual random inspection. The purpose of the inspection was explained to licensee. Present during today\342\200\231s visit was licensee, assistant and 8 children (4 infants & 4 preschool-age). All adults present at facility today have criminal background clearances and associated to facility. Facility is following capacity ratios today. Hours of operation are Monday\342\200\223 Friday 8:00am \342\200\223 5:00pm. LPA and licensee toured the indoors and outdoors of home for health and safety hazards. Home is a single story, 3-bedroom home. The DAY CARE AREAS ARE: Playroom #1 (Infant room), Playroom #2 (preschool room), bathroom located in playroom #1, side yard of home. Living room and dining room in main home are used for walking through into playroom areas during drop off and pick up. The OFF-LIMIT AREAS : all three bedrooms, kitchen, living room, pantry room, bathroom in main home and backyard. The ISOLATION AREA : will be in living room and away from other children. LPA observed bathroom cabinets to be equipped with child proof latches. LPA observed electrical outlets equipped with child proof covers and barricaded with furniture. Fireplace in living room is barricaded with a screen. Home/Playrooms are organized and clean with proper ventilation and lighting throughout. Playrooms are furnished with age-appropriate toys, learning material, books and child size furnishings, all in good condition. LPA observed cribs and sleeping mats with tight fitting sheets. Licensee provides sheets for cribs and mats and are washed weekly or as needed. LPA observed two changing tables with diapering supplies. LPA observed a sliding glass door between infant and preschool playrooms. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care. LPA observed entire side yard enclosed with a 5 ft. wood fence. Off limits backyard is properly gated off. LPA observed an age-appropriate slide/climbing structure, small climbing dome, play tunnel, sand box, ride on toys, and wood swing set, all in good condition. Swing set is properly anchored to floor. LPA observed sunshades to provide shade to children in care. Side yard flooring is a cement patio and artificial grass to absorb and cushion falls. LPA did not observe any spas, pools, or other bodies of water. Cont. page 2... Page 2... Playrooms are equipped with electrical working dual carbon monoxide/smoke detectors. LPA observed a fully charged fire extinguisher located in pantry area which is easily accessible. Licensee maintains a fully stocked first aid kit. Licensee maintains a cell phone on the premises. Per licensee, there are no weapons or firearms in the home. LPA reviewed 5 children\342\200\231s file and 1 staff file; all files were complete with all required documents. LPA reviewed sleep logs for enrolled infants, which are kept up to date. Licensee maintains an updated children\342\200\231s roster. Licensee CPR/FA expires 06/2026 and Mandated Reporter training expires 05/2027. Facility provides meals to children in care, which includes breakfast, lunch and two snack. LPA reminded licensee to label children's food/bottles brought from home. LPA observed Childcare License, Parent's rights and emergency disaster plan posted at entrance of playrooms. Last emergency disaster drill was conducted on February 4, 2025, and is properly documented. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. Cont. page 3... Page 3... As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.v/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed ban of sleeping sack. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was informed of the MyChildCarePlan.org website ; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee Carmen Lopez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies issued today during LPA's visit, under CCR, Title 22, Division 12. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with licensee, Carmen Lopez.
