What the inspector wrote

On 12/8/2025, at approximately 8:40AM, Licensing Program Analysts Tse and Alvarado conducted an unannounced annual visit at the facility. LPAs met with Director, Caitlyn Spadarella (D1) and explained the purpose of the visit. Present during the visit was D1, 36 staff members, and 180 preschool age children. The facility is operating within staffing and ratio requirements on this day. This facility is managed by Bright Horizons. This facility is a combination center, with an infant license (414002368) and a school age license (414002367). LPAs and D1 inspected the facility for any health or safety hazards. The facility operates in four buildings: Yellow, Green, Red, and Blue Houses. LPAs observed there to be fully charged fire extinguishers that are at least size 2A10BC present in each building. There are fire alarms present. Carbon monoxide and smoke detectors are present. Emergency exits are clearly marked and visible. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Electrical outlets are childproof and inaccessible. There are heating and ventilation controls available for the comfort and safety of children in care. LPAs observed that facility staff maintain the surface of the facility free of debris. LPAs observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. Children have access to labeled cubbies for storage. The facility provides cots and sheets for children to nap on. Children bring bedding from home and take it back once a week for cleaning. The facility provides all meals for children in care. The facility accommodates children’s dietary needs, food allergies, and preferences with all meals. Food allergies are posted in each classroom to be accessible to staff as necessary. Continued on Page Two Page Two Water bottles are provided from home and refilled at the facility. Drinking water is provided from non-contaminating fixtures. Toilets and handwashing sinks were observed to be operational. LPAs advised that the maximum temperature for sinks shall be 120 degrees Fahrenheit. LPAs observed the outdoor play areas to be free of debris and other loose materials. All outdoor play areas are enclosed by fences that are at least four feet high. There are age-appropriate toys and equipment present. LPAs discussed maintenance of playground structures with D1. Climbing equipment and play structures are cushioned with resilient padding. Shade is available for children during outside play. Drinking water is kept readily accessible with carts. There are no swimming pools or other similar bodies of water present. Per D1, there are no firearms or weapons stored in the facility. LPAs reviewed 5 staff files, 5 children’s files, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training present. Bright Horizons has an alternative Mandated Reporter Training that has been approved by the Department. All staff have current Mandated Reporter Training certificates available for review. All staff have qualifications and immunization records available for review. Children’s files are maintained digitally and were observed to be complete. Children are signed in with paper sign-in/out sheets that are present in the main entrance of each building. The facility last conducted an emergency drill on 11/25/2025. Drills are properly documented and made available for review. All required postings were observed to be posted and accessible for review. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). Continued on Page Three Page Three LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). CCC completed testing and has no lead exceedances at this time. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
