What the inspector wrote

On April 23, 2025 @ approx. 2:10 pm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Heather Houde to conduct an unannounced annual inspection. The purpose of the inspection was explained to licensee. Present during today\342\200\231s visit was licensee, helper and 9 preschool age children. Staff had criminal background clearance and associated with facility. Hours of operation are Monday\342\200\223 Friday, 8:00 am - 5:30 pm. LPA and licensee toured the indoors and outdoors of home for health and safety hazards. The DAY CARE AREAS ARE: Living room/dining room (main classroom), bedroom #1 (second classroom/napping room), bedroom #2(office/napping room), hallway, bathroom and backyard. The OFF-LIMIT AREAS : kitchen, secondary living room, master bedroom/bathroom and garage. Kitchen is equipped with a door for inaccessibility. Bathroom cabinets are not equipped with childproof latches and LPA did not observe any poisons, cleaners, or toxins. All electrical outlets are equipped with childproof covers and inaccessible with furniture. Home is organized and clean with proper ventilation and lighting throughout. Daycare areas are equipped with age-appropriate toys, books, child size furnishings and learning materials, all in good condition. There hooks and cubbies in hallway for children to store personal items and belongings. LPA observed sleeping mats for children and licensee provides sheets for mats. Per licensee, sheets are washed on a weekly basis or as needed. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care. Backyard is equipped with an age-appropriate climbing play structure, play kitchen, ride on toys and small trampoline. Outdoor flooring is cement and artificial grass is underneath play structure to cushion falls. The entire backyard is surrounded with a 5 ft. wood fence. Access to backyard is through side gate, licensee walks children from front door to side gate. LPA did not observe any pools, spas, or other bodies of water. Cont. Page 2... Page 2... Home is equipped with a working smoke detectors and carbon monoxide detector and a fully charged fire extinguisher located in hallway wall. Isolation area for ill children will be in secondary classroom and away from other children. Licensee maintains a fully stocked first aid kit. Licensee uses a cell phone on the premises and home has a landline. Per licensee, there are no weapons or firearms in the home. LPA reviewed 6 children files and 1 staff file; all files were complete. Children\342\200\231s files include LIC282. LPA reviewed 15-minute sleep log which was up to date. Licensee maintains an updated children\342\200\231s roster. Licensee CPR/FA expires 01/2027. Licensee\342\200\231s Mandated Reporter training expires 7/2027. Children bring their own lunches, and licensee provides two snacks to children in care. LPA reminded licensee to label children's food/bottles brought from home. LPA observed Childcare License, emergency disaster plan and Parent's rights, which were posted in entrance closet and in a binder. Last emergency disaster drill was conducted on April 15, 2025, and is properly documented. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. Cont. page 3... Page 3... As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com .. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee Heather Houde confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were issued today during LPA\342\200\231s visit under CCR, Title 22, Division 12. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $00. Exit interview conducted and report was reviewed with licensee, Heather Houde.
