What the inspector wrote

On November 21, 2024, at approx.1:05pm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Teacher Carmen Guzman for an unannounced annual inspection. Purpose of visit was explained. Director Briana Huss arrived during inspection. Present today was Director, 2 staff and 0 preschool children. Facility is operating within capacity and children\342\200\231s ratios. All adults present today have criminal background clearances. Facility operates part time preschool program from Monday to Friday 8:30 AM to 11:30 AM. During the regular school year (August \342\200\223 June). LPA toured the facility for health and safety hazards. Facility is located on the site of Henry Ford Elementary in portable classroom #B. Classroom has proper temperature and ventilation. There are plenty of age-appropriate toys, furnishings, books, and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Children\342\200\231s restroom is located in classroom and there is also a separate staff restroom located inside classroom. There is one working toilet and sink in restroom and there is no running hot water. All cleaning products, chemicals and toxins are stored behind locked cabinets or inaccessible children. Due to program being half day, children do not nap at facility. Outdoor playground is located next to classroom and is equipped with a sand box (Per director, is not currently in use), children\342\200\231s table, ride on toys and other age-appropriate toys which are in good condition. Outdoor area flooring is asphalt and artificial grass to cushions falls. There is an umbrella to provide shade to children in care. Playground area is fenced and gated with a 4ft chain link fence. LPA did not observe any pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises. Cont. Page 2... Page 2... Facility provides snacks to children in care, LPA observed snack schedule to be posted. Kitchen is located in classroom #A, LPA observed food to be properly stored to avoid contamination. Per Director, children bring their own labeled water bottles for use indoors or outdoors. Facility refills water for children using a Brita water filter and provide cups to children. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed and LPA reviewed medication storage. Sick children are isolated in office located in classroom #A and away from other children. LPA reviewed electronic sign in/out sheet via Hub app. Parents sign children in and out in the morning/afternoon using their telephones to scan QR code and a PIN #. Facility has fully charged fire extinguisher and working smoke detector. Carbon monoxide is located in room #A. Facility has a landline and use walkie talkies for communication with staff. LPA reviewed 4 children\342\200\231s records and 3 staff records; all files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on November 13, 2024, and is properly documented. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
