What the inspector wrote

On May 1, 2026, at approximately 9:10AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Ana Navarro, and explained the purpose of the visit. Present during the visit was the Licensee, two helpers, 9 preschool age children, and 2 infants. The facility’s operating hours are from 8:00AM to 5:00PM, Monday to Friday. Daycare Areas: Sunroom #1, Sunroom #2, Bathroom #3, Backyard. Off-limits Areas: Bedroom #1, Bedroom #2, Bedroom #3, Bathroom #1, Bathroom #2, Living Room, Kitchen, Front Yard, Sunroom #3. LPA and Licensee inspected the home for any health or safety hazards. There is a fully charged 2A10BC fire extinguisher present. There are carbon monoxide and smoke detectors present. Outlets are covered or blocked with furniture when not in use. The surface of the home was observed to be clean and free of debris. Exits are kept free of obstruction. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. There are heating and ventilation controls available for the comfort and safety of children. There are no fireplaces in daycare areas. LPA observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. There are play yards and mats available for napping children. LPA discussed the use of play yards with Licensee. Children who are able to climb out of a play yard on their own should be placed on a mat for napping. LPA observed an infant to be napping in a play yard. The play yard was observed to be free of objects and other loose materials. The mattress was fitted with a tight-fitting sheet. Bedding can be brought from home or provided by the facility. Continued on Page Two Page Two Per Licensee, the facility provides all meals for children in care. Formula is brought from home by families. Food allergies and storage of medication was discussed. LPA advised that when medication is kept at the facility, it shall be kept in its original packaging, with physician’s instructions, consent from an authorized representative, and an administration log. Medications for different children shall be kept in separate labeled containers or bags to avoid mixing. LPA observed that an additional room was added adjacent to Sunroom #2 and is intended for use as a napping room. The Department was not notified of the completion of this room. LPA advised Licensee that fire clearance is required prior to use of the room for daycare purposes. Licensee stated that she understood. LPA observed the Backyard to be free of debris and other loose materials. The Backyard is enclosed by a fence that is at least four feet high. There are age-appropriate toys and equipment present. There is shade available from a tarp or trees in the Backyard. Children may be taken on neighborhood walks. There are no swimming pools or other similar bodies of water present. Per Licensee, there are no firearms or weapons stored in the home. LPA reviewed 3 staff files, 5 children’s files, and facility records. Licensee’s Pediatric First Aid/CPR training is current and expires September 2027. LPA observed that 2 out of 3 staff files had expired or missing Mandated Reporter training. LPA discussed staff immunization records and provided Licensee with an Entrance Checklist (LIC126). Children’s files were observed to be complete. Sleep logs are maintained and kept available for review. Required postings were observed to be available for review. The home has recently been repainted, so postings were taken down and will be placed near the entrance of the daycare areas. The facility last conducted an emergency drill on February 16, 2026. Drills are properly logged and documented. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Ana Navarro, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
