What the inspector wrote

On May 13, 2022 at 8:39 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Annual Inspection and met with Licensee. LPA disclosed the purpose of the inspection, and was granted entry into the facility by the Licensee. Present in the facility is Licensee and 2 helpers caring for 5 children. By noon, more children arrived, and licensee had 12 children in care this day (4 infants and 8 preschool age). Licensee lives in a 4 bedroom, 2 bathroom, two level house. Facility was inspected, and Day-care areas are: Living room, bedrooms 1, 2, and 3, bathroom 1, and back yard. Off Limit areas are: Bedroom 4 and kitchen. Hours of operation are Monday - Friday 8:30 AM - 6:00 PM. At 8:40 AM, LPA observed the following: home is equipped with age appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. Chimney in Living room is properly barricaded. There are no bodies of water in the home. Licensee states there are no guns or weapons of any kind in the home. Discipline policy is mainly redirection. All required postings are properly posted. Licensee has required proof of immunization. >>> See next page Page 2 At 8:42 AM, LPA observed that home was not clean nor orderly. A technical violation is issued for this deficiency. At 9:22, LPA observed that poisons, detergents, or cleaning products were accessible to day-care children. This is a potential health risk to children in care. A Type B violation is issued for this deficiency. At 10:00 AM, LPA observed that Licensee has not conducted and documented emergency drills. A technical violation is issued for this deficiency. During inspection, Precautions for the COVID-19 were discussed. Emergency Evacuations were discussed. Safe sleep Regulations were discussed in great detail. Facility files were discussed as well as cleaning in the facility. At 11:15 AM, LPA reviewed children\342\200\231s 12 files. Children's files are complete with all required licensing documents. LPA reviewed 2 staff files. At 10:15 AM, LPA observed that all staff members and licensee did not have Mandated Reporter Training on file. This is a potential risk to children in care and a type B violation is issued for this deficiency. *Licensee was reminded about having all Staff and Volunteers provide proof of immunization against influenza, pertussis, and measles or qualifies for an exemption. *Licensee was reminded about the Provider Information Notices (PINs) on CCLD website. *Licensee was reminded about Mandated Reporter Training available on CCLD website ( www.ccld.ca.gov or www.mandatedreporterca.com ) *Licensee was given information regarding \342\200\230Safe Sleep\342\200\231 practices. >>> See next page P age 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. page 4 A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Yan Huang. > See attached page for deficiency cited today. >This report and rights to comment and appeal were discussed with Licensee. This report must be available in the facility for public review. Notice of site visit was observed being posted.
