What the inspector wrote

On June 22, 2023 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management inspection. LPA met with licensee, Pauahi McGinn, and explained the purpose of the inspection. Facility is licensed to operate at SBPSD Allen Elementary School in classroom 5H only with 15 preschool children, ages 2 years to entry into first grade. Licensee requested to increase capacity to 64 preschool children (ages 2 years to entry into first grade) with a toddler option of 16 children (18 months to 36 months). Licensee requested to add classrooms 3H and 4H. Facility received fire clearance 05/23/2023 for 64 children. Hours of operation are Monday to Friday 8:00am to 4:30pm, with a morning and afternoon session, during the school district calendar. LPA inspected classrooms 3H and 4H for health and safety hazards, and measured to calculate capacity. Licensee plans to have classroom 3H for toddler option children only. Classroom 4H will be used as a sensory classroom. Per licensee, classroom 4H may also be used for napping purposes. Classroom 3H was measured for 884.6 sq. ft allowing for a capacity of 25 children. Classroom 4H was measured for 885.2 sq. ft. allowing for a capacity of 25 children. The total allowable capacity equals 1,769.8 sq. ft. allowing for an overall capacity of 50 children. Licensee was reminded toddler option component cannot exceed 12 children. Licensee was reminded preschool children and toddler option children must be kept physically separate. Licensee was also reminded toddler option children must have written permission/consent from their authorized representatives to participate in toddler option component. Licensee was reminded toddler option children must also have written permission from their authorized representatives for their child(ren) to move out of toddler option program before the age of 3 years. (Continue Report on Page 2...) (Continued, Page 2...) LPA observed classrooms to be clean, equipped with new furniture and materials. Carpeting, toys and children's materials were observed to be in good working condition. All furnishings were observed to be safe and age appropriate. LPA observed electrical outlets to have child safety covers. Cabinets in both classrooms were observed to have child safety locks. Both classrooms are equipped with fully charged fire extinguishers, and a dual smoke/carbon monoxide detectors. Classroom 3H is equipped with a red emergency backpack and first aid kit. Both classroom 3H and 4H have 1 toilet and 2 sinks that are accessible to children. LPA observed toilets and sinks to be in proper working condition, equipped with appropriate sanitation products. Garbage bins were observed to have tight fitting lids. There is a diaper changing table in the toddler option classroom that is within reach to a sink. Program also has access to school district bathroom that program will have exclusive use over. In school district bathroom, there are 4 toilets with 2 sinks. Combined with 3H and 4H toilets and sinks, there are 6 toilets and 6 sinks. Total allowable capacity for toilets is 90 children. Total allowable capacity for sinks is 90 children. LPA discussed with licensee toddler option children must have exclusive use of one stall in the school district bathroom. LPA discussed toddler option children being kept separate from preschool children. All sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. Outdoor area waiver granted for program currently, indicates outdoor square footage measures for 6,086 sq ft. allowing for a capacity of 80 children. During today's visit, LPA did not measure outdoor area. Based on LPA's measurements, toddler option component, and fire clearance, maximum capacity facility can be licensed for at this time is 51 children (12 toddler option children in 3H, 24 children in 4H, and 15 children in licensed 5H). LPA will approve for capacity increase of 51 children, 12 toddler option children, effective this date. Exit interview conducted and report was reviewed with the licensee, Pauahi McGinn.
