What the inspector wrote

On July 26, 2023 at approximately 12:05pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management inspection. LPA met with licensee, Pauahi McGinn, and explained the purpose of the inspection. Facility is currently licensed for 51 children (12 toddler option children). Facility is currently licensed to operate at SBPSD Allen Elementary School in classroom 3H (12 toddler option children), 4H (24 preschool children), and 5H (15 preschool children). Facility is also licensed for playground area #1 that includes a shared outdoor waiver. Licensee requested to increase capacity to 84 children (12 toddler option children). Licensee requested to increase capacity in already licensed classroom 5H for 24 preschool children and to add classroom 6H for 24 preschool children. Licensee also requested to add concrete area of playground #2, directly located outside classrooms 5H and 6H. Fire clearance was received 07/12/2023. Hours of operation are Monday to Friday 8:00am to 3:30pm, with a morning and afternoon session, during the school district calendar. LPA inspected classrooms 5H and 6H for health and safety hazards and measured to calculate capacity. Classroom 5H was measured for 887.3 sq ft. allowing for a capacity of 25 children. Classroom 6H was measured for 883.9 sq ft. allowing for a capacity of 25 children. Total allowabl e capacity for 5H and 6H equals 1,771.2 allowing for an overall capacity of 50 children. LPA observed both classrooms to be equipped with age appropriate furniture and materials. Carpeting, toys and shelving were observed to be clean, in good working condition. LPA observed electrical outlets to have child safety covers. Cabinets in both classrooms were observed to have child safety locks. Both classrooms are equipped with fully charged fire extinguishers, and dual smoke/carbon monoxide detectors. Both classrooms are equipped with red emergency backpacks and first aid kits that were observed to be fully stocked. (Continued, Page 2...) (Continued, Page 2...) Both classroom 5H and 6H have 1 toilet and 2 sinks that are accessible to children. LPA observed toilets and sinks to be in proper working condition, equipped with appropriate sanitation products. Garbage bins were observed to have tight fitting lids. Storage cabinets located in bathrooms were observed to have child safety locks installed. Program also has access to school district bathroom that program will have exclusive use over. In school district bathroom, there are 4 toilets with 2 sinks. Combined with 3H, 4H, 5H and 6H toilets and sinks, there are 8 toilets and 10 sinks. Total allowable capacity for toilets is 120 children. Total allowable capacity for sinks is 150 children. Licensee is aware children must always be supervised by staff when going to use school district bathroom. Shared outdoor area waiver granted for program is for playground area #1. Outdoor waiver allows program to share the playground with a separate licensed facility. Outdoor area waiver indicates outdoor square footage measures for 6,086 sq ft. allowing for a capacity of 80 children. Licensee requested to add the concrete area of playground #2 (directly located outside classrooms 5H and 6H) towards overall square footage capacity. LPA measured concrete area of playground #2 to be 14,548.38 sq ft. Total allowable outdoor square footage equals 26,720.38 sq ft. allowing for a capacity of 356 children . Licensee is aware hill and play structure located in playground #2 cannot be used without prior approval from department. Licensee is also aware department must be made aware of any construction or remodeling in outdoor area. Licensee Pauahi McGinn was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Based on LPA's measurements, toddler option component, and fire clearance, maximum capacity facility can be licensed for is 84 children (12 toddler option children in 3H, 24 children in 4H, 24 children in 5H, and 24 children in 6H). LPA will approve for capacity increase of 84 children, 12 toddler option children, effective this date. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Pauahi McGinn.
