What the inspector wrote

On October 30th, 2025, at approximately 1:00 PM, Licensing Program Analyst (LPA), Janet Gil, conducted a case management inspection and met with the lead teacher, Liezl Caparas. Director Kelly Wheatley was not present during the inspection. Per lead teacher, director is on leave until the month of January. The purpose of the inspection was explained to the lead teacher. Facility operates as a dual license. Present during today's visit for the preschool license, included 5 staff members (including the lead teacher) and 12 enrolled children. Present for the infant license, including 5 staff members and 6 enrolled children. Facility operates within its capacity and in accordance with the required ratio of staff to children. All adults present working in the facility have present criminal record clearance on file. This case management inspection was related to the Unusual Incident Report (UIR) submitted on October 21st, 2025. LPA discussed the nature of the incident during the inspection. The incident occurred on October 17th, 2025, when a child(C1) bit another child(C2) on the back/left shoulder. Per lead teacher, since the incident, the facility has assigned a staff to C1 for one one support. Per lead teacher, one on one support is helping the C1 decease biting habits. LPA inspected the facility indoors and outdoors for health and safety hazards. No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A copy of today’s report was given to the lead teacher, Liezl Caparas. A Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the lead teacher, Liezl Caparas.
