What the inspector wrote

On 4/29/2025 at approximately at 8:40am, Licensing Program Analyst (LPA) Alvarado conducted an unannounced, subsequent site visit to the facility to deliver investigation findings in response to the above allegation that was made to the Child Care Licensing Division (CCLD) on 3/5/2025. LPA Alvarado met with All Souls Office Manager, Claudia Escobar and Facility Interim Director, Veronica Lam and discussed the purpose of the visit. During today’s visit, LPA conducted a health and safety inspection. Present during the inspection Office Manager, Claudia Escobar, Interim Director Veronica Lam and one staff supervising 6 (Preschool Age) Children. All adults present have fingerprint clearance and are associated to the facility. During the course of the investigation, LPA conducted classroom observations, gathered documents, and interviewed random selection of staff working in All Souls Preschool, interviewed random selection of parents and reviewed program documents. Through staff interviews, LPA gathered that the facility does take action in keeping classroom odorless. Based on the information gathered it was determined that there is not sufficient evidence to say that the facility staff are not keeping classroom odorless. The Facility stated they did paint over the long weekend in February and took the steps to ensure that the classroom remained odorless by opening the window and propping the door open. As well as having an Air Purifier in the classroom.Facility also ensured that the bathroom odor was addressed with the previous Director, to ensure that the restroom was oderless. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED. LPA also recieved additonal supporting documents of communications with families. No deficiencies are being cited today under California Code of Regulations, Title 22. Appeal rights and a notice of site visit were discussed and provided to Office Manager, Claudia Escobar and Director, Veronica Lam. Director was reminded that a Notice of Site visit (LIC 9213) must be posted for 30 consecutive days during the hours of operation after each site visit by a licensing representative Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted, and a copy of this report was provided to the Office Manager of All Souls, Claudia Escobar and Interim Director, Veronica Lam.
