What the inspector wrote

On March 27, 2026 Licensing Program Analyst (LPA) Garcia made an unannounced case management visit to increase capacity of the faciltiy. LPA met with lead teacher Fonda Allie and explained the purpose of the visit. The school age component is currently licensed for 36 school age children. Director requested to increase school age capacity to 40 school age children (Tk-5th grade). Director submitted a capacity increase application to department on July 23, 2025. Fire clearance was received on March 19, 2026 During the inspection, the facility was inspected for health and safety hazards. The program operates at a portable room on the Northern end of the John Muir Elementary campus. The school age program, per Health & Safety Code sections 1589.806(a), (a)(1), (1)(2) and (d) this program is exempt from square footage and toilet requirements. The classroom recently had centralized fire alarm, a smoke and carbon monoxide detector installed. LPA observed there are multiple fully charged fire extinguishers. The facility has age appropriate toys, furniture, and equipment available for children. There are storage spaces for children's personal belongings located inside the classroom. There are two separated bathrooms located inside the room. The bathrooms were observed to be clean and with no health and safety hazards. There's a separate bathroom for staff usage. Facility's school age program has an outdoor waiver and utilizes outdoor activity space that is shared with Champions school age program. Current outdoor waiver will be updated to accommodate requested capacity of 40 total children. Outdoor area is fully fenced and enclosed. Play structure for school age children is surrounded with tan bark. LPA did not observe pools, spas or bodies of water on site. ***Continue to page 2*** ***Page 2 continued*** Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. As of today's date, the department will approve capacity increase for 40 school age children. No deficiencies are cited today under the California Code of Regulations, Title 22, Division 12. Notice of Site Visit is provided and must remain posted for 30 days. A copy of the report was reviewed and discussed with the lead teacher, Fonda Allie.
