What the inspector wrote

On September 17, 2024 at approximately 12:30pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled, case management visit. LPA met with program manager, Ruby Andrade, and director, Regina Enhuber, and explained the purpose of the visit. During LPA's visit, school district was in operation. Department received a capacity increase application September 11, 2024. Capacity increase is requesting 150 school age children (TK to 5th grade) with room additions of room 2, 33 and 34. Fire clearance for 150 school age children with room additions was received September 12, 2024. Facility is currently licensed for rooms K1, K2, 9, 15, 17, 27, 29, 30, 35 and gym. Of the classrooms licensed, program is currently using rooms K2, 17 and 30. Hours of operation are Monday through Friday 12:15pm to 6:00pm. Children are signed into and out of program using Bright Wheel application with authorized representatives' electronic signatures. Newton program operates on an active elementary school site. The school age program is exempt from requirements for indoors and outdoor space square footage, fencing and toilet/sink ratios. No measurements were taken during LPA's visit. With program manager and director, LPA inspected classrooms to be added for health and safety hazards. LPA observed each classroom to be clean, equipped with age appropriate furniture that was in good working condition. LPA observed a carbon monoxide detector in each room to be added. Carbon monoxide detectors were tested during visit and were observed to be working. LPA observed each classroom to include a fire alarm system and fully charged fire extinguishers. Per director, materials stored in classrooms by district will be removed prior to Newton's use. Newton emergency backpacks will be kept in each classroom with emergency contact information. LPA did not observe any accessible poisons or cleaning solutions in classrooms. LPA observed cabinets and drawers without child safety locks to be free of poisonous materials. (Continue Report on Page 2...) (Continued, Page 2...) Each classroom includes a sink and water fountain. LPA observed sinks to be in working condition. There are multiple accessible drinking stations throughout facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Storage for children's belongings are either located inside or outside the classroom. There are multiple restrooms on site for Newton program's use. Restrooms allow for individual privacy. Fingerprint clearances for Newton staff associated to this location are associated to facility number 414001240. No deficiencies were issued during today's visit. LPA will approve capacity increase for 150 school age children and rooms 2, 33 and 34, effective today's date.
