What the inspector wrote

On October 29, 2024 at approximately 10:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with site supervisor, Geraldine Malunay, and explained the purpose of the visit. Present during LPA's visit included site supervisor, 2 teaching aides, and 17 preschool children. Preschool program is operating within capacity limits and ratio during LPA's visit. Preschool program operates at Thomas Edison Elementary School in classroom "KB" only. All staff are fingerprinted through Jefferson Elementary School district. Hours of operation are Monday through Friday 8:00am to 2:30pm. With site supervisor, LPA inspected preschool classroom and outdoor area for health and safety hazards. Preschool classroom was observed to be clean and organized. LPA observed children's toys, materials and furniture to be age appropriate and in good condition. Per site supervisor, children's toys and materials are sanitized daily. Preschool classroom includes areas for "calming", playing, writing, and reading. There are carpets in the classroom that are clean. Per site supervisor, carpets are cleaned daily by school district janitorial services. LPA observed electrical outlets in classroom to be made inaccessible with child safety covers. LPA observed cleaning solutions and chemicals to be stored in classroom's high shelves. LPA observed low cabinets in classroom without child safety locks to not have any poisons stored. There is a fire alarm system, smoke detectors, fully charged fire extinguisher, and fully stocked first aid kit. LPA also observed a carbon monoxide detector in classroom. LPA tested carbon monoxide detector in classroom, which was observed to be in working condition. Classroom is equipped with a working phone. Storage for children's belongings are properly labeled. LPA observed children's cubbies to be labeled with their names and pictures. There are accessible sinks in the classroom that were observed to be working during LPA's visit. Sinks are equipped with appropriate sanitation products. (Continue Report on Page 2...) (Continued, Page 2...) Preschool program's restroom is located in the preschool classroom. Restroom for children's use was observed to be in working condition. LPA observed appropriate toileting equipment in children's restroom. Children sleep on cots, in preschool classroom. LPA observed children's cots to be labeled with children's names. Sheets and blankets are provided by the school district. Per site supervisor, sheets and blankets are sent home to be laundered weekly or as needed. Cots are also sanitized weekly or as needed. LPA observed children's individual blankets to be stored in individual bags when not in use, to avoid touching other sheets. LPA observed individual bags to be labeled with children's names. Children eat in the preschool classroom. Food service is provided by the school district. LPA observed food menu to be posted, available for review. LPA also observed a garbage bin with a tight fitting lid. Per site supervisor, garbage is disposed of daily by school district janitorial services. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Outdoor area is shared with other school district programs on site. LPA observed shared outdoor waiver posted in preschool classroom, available for review. There is a play structure in the outdoor area with resilient padding underneath. Outdoor area includes a variety of outdoor toys and materials that are in good condition. There are storage sheds in the outdoor area that are locked and made inaccessible to children. Per site supervisor, storage sheds store outdoor toys and materials. LPA did not observe any pools, spas or bodies of water on site. Drinking water is made available both indoors and outdoors with children's individual water bottles that can be refilled in classroom through a water fountain or sink. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (Continue Report on Page 3...) (Continued, Page 3...) Children are signed in and out of facility by authorized representative's written signatures, located in classroom. LPA reviewed sign in/out sheets for the month of October. Sign in sheets includes the child's name, time they are signed into and out of program and the child's authorized representative signatures. Children present during today's visit are appropriately signed in. LPA observed licensing documentation and information properly posted and available for review. Emergency disaster drills are conducted monthly with school and are appropriately documented. Last disaster drill was conducted 10/17/2024. LPA reviewed 5 random children's records which are complete. Children's records include emergency contact information and immunization cards. Site supervisor's CPR/First Aid certification is current and will expire 12/2025. Site supervisor and teacher's aide have proof of required immunuzations, available for LPA's review. LPA provided site supervisor with Entrance Checklist (LIC125) during LPA's visit. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Geraldine Malunay.
