What the inspector wrote

On 1/7/2025, at approximately 2:20PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Site Supervisor, Aleni Capaz (D1), and explained the purpose of the visit. Present during the visit was D1, 3 staff members, and 11 preschool-age children. The facility is operating within staffing and ratio requirements on this day. The facility\342\200\231s hours of operation are from 7:30AM to 6:00PM, Monday to Friday. This facility is located on the premises of the South San Francisco Community Learning Center and utilizes one classroom. LPA and D1 inspected the facility for any health or safety hazards. There are fully charged fire extinguishers that are at least size 2A10BC present. There is a carbon monoxide detector present. Emergency exits are clearly marked and visible. There are temperature and ventilation controls available for the comfort and safety of children in care. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children. Electrical outlets are covered or blocked by furniture when not in use. The surface of the facility was observed to be clean and free of debris. Waste bins are covered with lids as necessary. Toilets and handwashing sinks were observed to be operational during the visit. LPA observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. Children have access to cubbies to store their belongings. Children nap on mats. Sheets and bedding are brought from home and cleaned once a week or as needed. Lunch is brought from home, and the facility provides AM/PM snacks. Children have access to drinking water provided from a noncontaminating fixture. Continued on Page Two Page Two Water bottles are brought from home and labeled. The facility has extra bottles or cups. There are currently no children enrolled with food allergies that require medications. Storage of medication was discussed. Medication would be stored in the office in a locked cabinet that is inaccessible to children in care. The facility has a waiver that allows for the use of an adjacent public playground for outdoor play. The facility shares use of the playground with facility #410509769, and as condition of the waiver, shall not comingle children during outside play. LPA observed the facility to be in compliance with the waiver during the visit. The play structure present was observed to be cushioned with resilient padding (tanbark) and is rated for children ages 2 to 5 years old. The outdoor play area is enclosed by a fence that is at least four feet high. There are age-appropriate toys and equipment present. There are no swimming pools or other similar bodies of water present in the facility. There are no firearms stored in the facility. LPA reviewed 4 staff files, 5 children\342\200\231s files, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training. All staff members present have current Mandated Reporter training. Staff qualifications and immunization records are available for review. All children\342\200\231s files were observed to be complete. Children are signed in and out of the facility with paper sign-in/out sheets. LPA verified that all children present during the visit were signed in. All required postings were observed to be posted in a visible and accessible area of the classroom. The last emergency drill was conducted on 1/6/2025. Emergency drills are properly logged and documented. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). CCC completed testing and has no exceedances. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
