What the inspector wrote
On December 11, 2023 at approximately 10:40am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with director, Raeli Aguirre, and explained the purpose of the inspection.
Program is a combination center with a preschool and infant program. Hours of operation are Monday through Friday 7:00am to 6:00pm. Under the preschool license, present during LPA's visit included 51 preschool children (11 toddler option) with 8 teaching staff (including director). Program is operating within capacity limits and ratio during LPA's visit. Preschool program is currently operating in 4 classrooms: Toddler Option (18 months to 36 months), PS1 (2.5 years to 3.5 years), PS2 (3.5 years to entry into first grade), and Science/Spanish Room (multi-purpose space).
With director, LPA conducted a health and safety inspection, indoors and outdoors. LPA observed classrooms to be clean and properly ventilated. Flooring in classrooms were observed to be clean, free of any debris that may be hazardous. Children's toys, materials and furniture were observed to be age appropriate and in good working condition. Storage for children's belongings are located inside each classroom, labeled with children's individual names.
LPA observed poisons, cleaning solutions and chemicals to be inaccessible, in classrooms' high shelves and/or behind child safety locked cabinets. LPA observed classrooms' low cabinets to be free of hazardous materials and/or locked. Classrooms are equipped with fully stocked first aid kits. Facility includes multiple fire extinguishers, fire alarm system and smoke detectors. Per previous annual inspection report, smoke detectors are dual smoke and carbon monoxide detectors. LPA was unable to test carbon monoxide detectors during visit, however, observed detectors in classrooms' high ceilings. LPA advised director to install additional carbon monoxide detector in all areas children nap.
Toddler option classroom has use of an exclusive restroom. PS1 and PS2 share a bathroom that was observed to be in working condition. Bathrooms have appropriate sanitation products and toileting equipment. There is a diaper changing station in each bathroom that is within arm's reach to an adult sink. All sinks children have access to do not provide water that is warmer than 120 degrees Fahrenheit.

Preschool program utilizes cots for napping children. Cots, sheets and blankets are appropriately stored in children's classroom closets so they are not touching each other. Children participating in toddler option component have sleeping logs completed by teaching staff, that document the time children fall asleep and the time the children wake up. Sleeping logs also document the 15 minute time check of when toddler option children are sleeping.
The Science/Spanish multi-purpose room was observed to be clean. There is sufficient toys and materials that were in good condition. LPA did not observe any accessible electrical outlets.
There is an outdoor area for preschool children and toddler option children that are separate. LPA observed outdoor areas to be completely fenced and enclosed. There is sufficient outdoor toys and equipment that were in good condition. There are play structures in outdoor area that have resilient padding underneath. Poles in outdoor area were observed to have padding surrounded for additional safety. LPA did not observe any pools, spas or bodies of water on site.
Water is made available to children both indoors and outdoors with children's individual water containers that can be refilled on site. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. Facility has completed required lead water testing. Water fixtures tested were within time frame of testing and were below the 5.5. ppb threshold.
Children's families provide children's meals that includes lunch. Facility provides AM and PM dry snacks only. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Children are signed in and out of facility by authorized representatives' electronic signatures through an electronic application. Facility has license documentation and information properly posted and available for review outside preschool office. Emergency disaster drills are conducted and are properly logged.

LPA reviewed facility records that included 10 random children's records and 10 random teaching staffs' files. Both children and staff files were complete. Children's files have a record of emergency identification information on file and required immunizations. Toddler option children have toddler needs and services plan maintained. LPA observed staff files are also complete with appropriate education transcripts, current Mandated Reporter certifications and required immunizations. Multiple staff on site have a current CPR/First Aid certification. LPA reminded directors that all staff are required to complete Mandated Reporter Training every two years.
LPA discussed the safe sleep regulations with facility representative and

as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Director was also reminded of facility's annual fees. LPA reminded director annual fees must be paid per due date.
No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days.
