What the inspector wrote

On October 24, 2024 at approximately 11:10am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with site supervisor, Karen Bugante, and explained the purpose of the visit. Visiting staff must sign in to main office prior to entering preschool classroom. Preschool program operates at Daniel Webster Elementary School in classroom "KB" only. Present during LPA's visit included site supervisor, 2 teaching assistants and 16 preschool children. Preschool program is operating within capacity limits and ratio during LPA's visit. All staff are fingerprinted through Jefferson Elementary School district. Preschool program operates Monday through Friday 8:00am to 2:30pm. LPA inspected preschool classroom and outdoor area for health and safety hazards. LPA observed preschool classroom to be clean and appropriately ventilated. Flooring in classroom includes carpets and rugs that are clean, free of stains. Per site supervisor, carpets are sanitized and vacuumed daily. There are a variety of children's toys, materials and furniture that were observed to be age appropriate and in good working condition. LPA observed cleaning solutions and chemicals to be stored in classroom's high shelves and stored in classroom cabinet's high shelves. LPA did not observe any accessible cleaning solutions or poisons. LPA observed electrical outlets in classroom to be made inaccessible by child safety covers. There are accessible sinks in the classroom that were observed to be in working condition. Sinks are equipped with appropriate sanitation products. Classroom includes a fire alarm system, fully charged fire extinguisher, emergency backpack and first aid kit. Carbon monoxide detector in classroom was tested during visit, which was observed to be working. LPA observed a working phone in the classroom. Storage for children's belongings are located inside a cabinet, labeled with children's individual names and pictures. LPA observed children's belongings and sheets to be appropriately stored so that they are not touching each other. (Continue Report on Page 2...) (Continued, Page 2...) Children sleep in the classroom on cots. LPA observed cots to be appropriately stored. School district provides sheets and blankets that are laundered weekly or as needed. Per site supervisor, cots are also sanitized weekly or as needed. Restroom for children's use is located inside the classroom. LPA observed restrooms to include age appropriate toileting equipment. LPA observed restroom for children's use to be in working condition. LPA advised site supervisor to maintain garbage bins in classroom with tight fitting lids. Per site supervisor, garbage bins are disposed of daily by janitorial services. Food service is currently provided by school district. Food service includes breakfast and lunch only. LPA observed menu to be posted, available for review. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Outdoor area is fully enclosed and fenced. Outdoor area is shared with other school district programs. LPA observed outdoor rotation waiver posted in preschool classroom, available for review. Outdoor area includes a variety of outdoor toys and materials that are in good condition. There is a play structure in the outdoor area with resilient padding underneath. LPA observed garbage bins in outdoor area with tight fitting lids. LPA did not observe any pools, spas or bodies of water on site. Drinking water is made available both indoors and outdoors with a filtered pitcher that is refilled through classroom sink. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (Continue Report on Page 3...) (Continued, Page 3...) Children are signed in and out of facility by authorized representative's written signatures. LPA reviewed sign in/out sheets for the month of October. Sign in sheets includes the child's name, time they are signed into and out of program and the child's authorized representative signatures. Children present during today's visit are appropriately signed in. LPA observed licensing documentation and information properly posted and available for review. Emergency disaster drills are conducted with entire school and are appropriately documented. Last disaster drill was conducted 10/17/2024. LPA reviewed 5 random children's records which are complete. Children's records include emergency contact information and immunization cards. Site supervisor's CPR/First Aid certification is current and will expire 12/2025. LPA was unable to review staff records. Per site supervisor, staff records are maintained in school district office. LPA advised site supervisor to maintain staff records at facility. LPA provided Entrance Checklist (LIC125). To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Karen Bugante.
