What the inspector wrote

On 9/30/2025, at approximately 10:50AM Licensing Program Analyst (LPA) Alvarado conducted an unannounced annual visit at the facility. LPA Alvarado met with Licensee Christina Houlihan(L1) and disclosed the purpose of the visit for today. LPA Alvarado observed Present in the Facility is (L1),and assistant supervising 4 children (1 Infant and 3 Preschool Age). Everyone in the household has fingerprint clearance and are associated to the facility. The licensee is a large license and is operating within capacity limits and ratio during today\342\200\231s inspection. (L1) was reminded that If no assistant provider is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home as specified in 102416.5 Staffing Ratio and Capacity. Facility also has a cat that does not come in contact with the children per (L1) and is located in a off limit part of the home. Daycare area: Ground Floor-Living Room, Playroom (Room 1), Bathroom, Kitchen, and Outdoor Yard OFF limit area: Entire 2 nd Floor, Spare Room (Room 2), Front Yard and Garage. LPA inspected the home for any health or safety hazards along with (L1). The home is equipped with a fully charged 2-A:10-B:C fire extinguisher located in the kitchen. Facility has a duo smoke and Carbon monoxide detector that was observed to be functioning during today\342\200\231s inspection. LPA observed outdoors age-appropriate equipment and reminded the licensee that any toys that are broken or damaged should be discarded or replaced. LPA also reminded (L1) rusting that can build up overtime on equipment so either to replace or cover. LPA Also suggested that slides on the tan-bark to be placed at a flat surface level. Facility hours of operation are Monday-Friday 7:00AM-6:00PM. LPA observed age-appropriate toys and learning materials to be present. Furniture is age-appropriate and free of rough, loose, or sharp edges. Per (L1) Facility provides Breakfast, Lunch and Snack. (L1) stated that the facility provides napping equipment. Per (L1) there are no firearms present in the facility. All chemicals and Poisons are locked and made inaccessible to children. Facility has a fully equipped First Aid Kit. Phone number listed on file for Licensee is current. Continued on Page 2... Page 2 Continued... No pools, hot tubs, spas, fishponds and or similar bodies of water observed on the property. Licensee also confirmed no bodies of water on the property. License was reminded that Babywalkers, bouncers, jumpers and similar items will not be used for children in care and are not allowed. (L1) and assistants have current CPR/First Aid that will expire on 8/2026. (L1) and assistant also have the Mandated Reporter Training that Expires 9/2027. (L1) was reminded that CPR/First Aid and Mandated Reporter Training needs to be renewed every two years. LPA at approximately 2:00PM reviewed 4 children\342\200\231s files and facility records. During file review it was observed that Infant 15Min sleep checks have not been continued to be maintained. Required postings were observed to be posted in an accessible area of the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page 3... Page 3 Continued... Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. See LIC 809-D for deficiencies being cited today also on 9/30/2025 under the California Code of Regulations, Title 22, Division 12, Chapter 1. Regarding Records. See LIC 9102-TA for Technical Assistance in regards to Physical Plant. See LIC9102-TV for Technical Violations in regard to Physical Plant. Appeal rights and a notice of site visit was given to (L1) and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee, Christina Houlihan.
