What the inspector wrote

On April 2, 2025, at approximately 10:00 am Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced, annual inspection at Edison Montessori School. LPA met with Executive Director Ann Deleo and explained the purpose of the inspection. Present in the facility today were Executive Director, 4 staff, and 26 children. All staff working in the facility have criminal background clearances. Facility is operating within capacity and in compliance with staff/child ratio. Facility operates a preschool program from Monday to Friday 7:00am – 6:00 pm. LPA toured the indoors and outdoors of facility for health and safety hazards. Facility operates on the first floor of Provident Credit Union Building in room 104. Facility operates in two classrooms which are connected via a hallway for children to flow into classrooms. Classrooms are clean and orderly with proper temperature and ventilation. One classroom is equipped with a changing table. There are plenty of age-appropriate toys, child size furniture, learning materials and art supplies, all in good repair. Facility is equipped with storage cubbies for children to store personal belongings. There is a children’s restroom located in between both classrooms, with three working toilets and 4 sinks with no running hot water. LPA observed children’s toiletries in restrooms. There is a separate restroom on premises for staff usage only. There is a washer and dryer located in children’s restroom area. All trash containers in restroom and in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinets and inaccessible to children. LPA observed kitchen to be clean and all food was properly stored to avoid contamination. LPA observed sleeping cots for children in care; children bring their own blankets, and facility provides sheets for cots and are washed weekly. Playground is equipped two climbing slide play structures, ride on toys, playhouses, and other age-appropriate toys. LPA observed a sand box area and a sandbox cover. Playground flooring is cement and tanbark to cushion falls. Entire playground areas are surrounded with 4 ft. white iron fence. LPA did not observe any pools, spas, or other bodies of water. Per Executive Director, there are no weapons or firearms on the premises. Cont. Page 2… Page 2... Children bring their own lunch and facility provides two snacks. LPA observed snack schedule to be posted. LPA observed snacks to be properly stored to avoid contamination. Snack are stored in kitchen. Facility provides Brita filtered water to children in care and children bring their own labeled water bottles from home. First aid kits were observed to be fully stocked with medical supplies. LPA discussed Incidental Medical Services. Sick children are isolated in office or classroom and away from other children. LPA observed sign in sign out sheet in lobby of facility, LPA reminded Executive Director to have parents sign with full signature. LPA observed fully charged fire extinguisher in classroom and working carbon monoxide detector. Facility is equipped with a sprinkler system with an integrated smoke detector. Facility is equipped with a landline and staff uses cell phones to communicate with each other. LPA reviewed 5 children’s records 5 staff record. All children records were complete. Technical violation was issued for staff missing immunization records in file. Technical assistance was issued for staff unable to complete second half of mandated reporter training. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted December 18, 2024, and is properly documented.. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Executive Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Executive Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Executive is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
