What the inspector wrote

On January 22nd, 2026, at approximately 1:05pm, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced random annual inspection and met with licensee, Veronica Gutierrez. LPA explained the purpose of the inspection to licensee. Present in the facility are licensee and assistant supervising 6 children (2 infants and 4 preschoolers). During today's inspection, LPA found that there is an adult that is not fingerprint cleared. All other adults living and/or working in the facility are fingerprint cleared and associated. LPA verified Guardian list with licensee. During today\342\200\231s inspection, licensee is operating within appropriate license capacity. Licensee owns home, which is a 2 bedroom, 1 bathroom, single story house. Licensee lives in the home with two adults and a minor child. Licensee has a pet, who is current on their immunization. The hours of operation are Monday-Friday from 7:30am-5:30pm. Daycare areas are : Living Room, Dining area, Bathroom #1, Bedroom #1, Front Yard and Backyard. Off Limit areas are: Bedroom #2, Kitchen, Laundry Room, Deck (pass through only), Garage, and Side yards. Off limit areas, including closets, are properly barricaded. LPA inspected home, inside and outside, with the licensee for health and safety hazards. LPA observed the Day-care is clean, orderly with a variety of age-appropriate toys for the children. All furniture inspected is in good repair. The licensee has a fully stocked First Aid kit and was reminded to be aware of the expiration of the First Aid Kit. The home has no pools or bodies of water. LPA reminded licensee about water safety. The home has a fireplace that is barricaded appropriately. Outdoor area appears to be free any hazards. The home has age-appropriate equipment available for children in care. Licensee was reminded that baby walkers, bouncers, jumpers, and any other similar items are not to be used for children in care. Per licensee, all children sleep either in living room or in the bedroom. Infant children are sleeping in pack and plays. LPA observed the pack and play to be free of loose articles. LPA observed that the safe sleep logs are maintained for all infant children. Continued on Page 2... Page 2 Continued... Per licensee, she provides the sheets and blankets for children that are being laundered at least twice a week or as needed. Licensee stated that she also does daily sanitation of the daycare area. LPA and licensee discussed the discipline policy. Per licensee, she talks to the children first and if they do not listen, they do \342\200\234focus time\342\200\235 where she will separate the child and explain to them what is happening and then after about a minute will bring them back with the group. Per licensee, for younger children, she provides a different activity and shifts the focus of the child. There was a fully charged fire extinguisher and a smoke and carbon monoxide alarm, and a working telephone. Phone number listed for Licensee is current. Per Licensee, there are no weapons or firearms in the home. LPA reviewed six children\342\200\231s records. Licensee's Mandated reporter training expires on 12/2027. Licensee\342\200\231s Pediatric CPR/First Aid Certification expires 02/2027. Last Emergency drill was conducted 01/2026. Emergency drills must be conducted at least once every six months and must be properly logged. LPA observed that all the required posting documentation, such as the facility license, Notification of Parental Rights were posted in a prominent area for parents or representatives to review. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Veronica Gutierrez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Deficiencies were issued today under CCR, Title 22 Division 12. LPA Tapia-Mandujano informed licensee, Veronica Gutierrez that this report dated 01/22/26 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA Tapia-Mandujano informed the licensee Veronica Gutierrez to provide a copy of this licensing report dated 01/22/26 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Veronica Gutierrez.
