What the inspector wrote

Licensing Program Analyst (LPA) Andrea Medlin met with facility representative for this required annual licensing visit. Purpose of visit explained. Facility operates their preschool program at the Cabrillo Unified School District campus. There are 19 children present during the visit. Days and hours of operation: Monday-Friday 8:30AM-11:30AM. The facility has a fully charged fire extinguisher that meet the minimum requirements, smoke detectors, however no carbon monoxide (CO) detectors in facility. Children's bathrooms inspected; all toilets and hand washing facilities are in safe and sanitary operating condition. A separate staff bathroom is available. No pools, spas, hot tubs, fish ponds, or similar bodies of water are present. Per director, there are no firearms or weapons on site. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. Variety of age appropriate toys and materials for children is available. Classrooms are set up for child care and furniture and equipment for children is present. Facility provides a morning snack. Adequate first aid supplies are available. Sick children will be separated from the group while waiting for parents to pick up. Outdoor play area inspected for health and safety hazards. The areas used for outdoors is completely fenced and activity space surfaces are free of hazards. The areas around and under high climbing equipment is cushioned with soft rubber turf. All the required licensing forms are posted in prominent accessible locations including: License, Parent's Rights (LIC 995), and Emergency Disaster Plan (LIC 610). LPA reviewed staff and children's files. In the files reviewed, all our complete. Staff have verification of meeting the educational requirements, mandated child abuse reporter training as compliant with AB1207. (Continued on next pages 809-C and 809-D) Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The facility representative, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The deficiencies cited on the following pages are in violation of the California Code of Regulations, Title 22, Division 12, Chapter 1: Exit interview conducted and report was reviewed with the facility representative Graciela Krabbenschmidt. A notice of site visit was given and must remain posted for 30 days.
