What the inspector wrote

On March 17, 2026, at approximately 1:45 pm, Licensing Program Analyst (LPA) Maria Olguin-Leon met with licensee Micka Valderrama to conduct an unannounced annual inspection. The purpose of the inspection visit was explained to Licensee. Present during today’s visit was licensee and assistant caring for 12 children (4 infants, 7 preschoolers and 1 school-age). All adults present today have criminal background clearances and are associated with facility. Facility is in compliance with ratio capacity requirements. Days and hours of operation are Monday – Friday from 7:30 am to 6:00 pm. LPA observed Childcare License, Emergency Disaster Plan (LIC610A), Earthquake preparedness checklist and Parent's rights posted at living room wall. Parents enter home through side gate and drop off/pick up children at sliding glass door. Last emergency drill was conducted on November 5, 2025, and is properly documented with date, time drill was conducted. Emergency pull down fire alarm is in living room. LPA observed a fully charged fire extinguisher which is stored in garage and easily accessible. Licensee keeps a full stocked first aid kit with all necessary first aid supplies. Dual smoke/carbon monoxide detector were observed in home. Due to sleeping children detector were not tested during today’s visit. LPA reminded Licensee to test detectors. Licensee maintains a cell phone service on the premises. Per Licensee, there are no weapons or firearms in the home. LPA inspected the indoors and outdoors of home for health and safety hazards. LPA observed home to be free of defects or conditions that might endanger a child. Home is a single story, with 4 bedrooms and 2 bathrooms house. Daycare areas are : front entrance foyer, living room, bedroom #2 (Napping only), bathroom #1, family room portion for walk through and school age space and backyard Off-limit areas are Bedroom #1, #2, and #4, kitchen/dining room and garage. Isolation area: Sick children will be isolated in back entrance area and away from other children. The home has proper heating, lighting and ventilation to provide safety and comfort. LPA observed child-size furniture, books, learning material and other age-appropriate toys, all in good condition. Children’s belongings are stored in cubbies. Cont. page 2... Page 2... Fireplace in family room is barricaded with a fireplace screen and in off limits area. LPA observed childproof gates at both kitchen entrances and between living room and family room. Off limits hallway was observed to also have a children proof gate. Electrical outlets are secured with childproof covers and barricaded with furniture. LPA observed the daycare area flooring to be rugs to absorb and cushion falls. LPA observed a diaper changing table in bathroom #1 with children diapering supplies, LPA reminded Licensee to disinfect and clean padding after each diapering. Bathroom cabinets were secured with a childproof latch. LPA observed a stepping stool for children’s use and a potty-training chair. Cleaning supplies and other potentially harmful items are stored inaccessible to children and behind child proof cabinets. Bedroom #2 is equipped with pack n plays for infants napping purposes. Older children sleep on nap mats in living room. Pack n play mattresses are firm and covered with tight fitting sheets, sleeping nap mats appear to be in good condition and have an attached blanket. Pack n plays were free of loose articles, objects and blankets. Parents and licensee provide sheets and bedding for children and all bedding is sent home monthly for laundering and licensee washes pack n play fitted sheets weekly. LPA reviewed 15-minute sleep logs for all infants under 24 months old. Backyard is completely enclosed and surrounded by a 5 ft wood fence. Daycare entrance is through side gate to sliding door behind home. LPA observed a playhouse, ride on toys and other age-appropriate outdoor toys. Flooring in backyard is pavers and cement. Per licensee, rubber tiles are currently stored on side of home and will be reinstalled later. LPA did not observe any pool, spas, or other bodies of water Licensee provides a meal service for children in care, which includes breakfast, lunch and am/pm snack. LPA reminded licensee that any food brought from home must be labeled and stored properly. LPA observed highchairs and child size table and chairs for child to sit and eat. LPA observed kitchen to be clean, and food properly stored to avoid contamination or spoilage. Cont. page 3... Page 3... LPA reviewed 5 children’s files and 1 assistant’s files; all files were complete. Licensee maintains a current children roster. LPA reminded licensee to retain children’s roster for 3 yrs. Licensee’s CPR/FA expiration date is 10/2027 and licensee’s Mandated reporter expires 04/2028. Licensee Micka Valderrama was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Micka Valderrama and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. . As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. LPA reminded licensee about Mandated Reporter training available www.mandatedreporterca.com Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Micka Valderrama was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Cont. page 4... Page 4... Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. During the exit interview, the Licensee Micka Valderrama, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
