Inspector’s narrative

What the inspector wrote

On July 28, 2022 at approximately 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a case management inspection in response to the addition of an infant license at facility. With infant license at facility, the capacity will decrease to the licensed preschool capacity. LPA met with director, Xiaotian "Tara" Yu and explained the purpose of the inspection. With infant license at facility, director is aware children from preschool program and infant program are not to co-mingle. At approximately 9:30am, licensee, Shu "Irina" Yang, arrived to facility. LPA continued inspection with both licensee and director. The facility was inspected, indoors and outdoors, for health and safety hazards. Preschool license was previously licensed for 48 children. Licensee requested to decrease capacity to 40 children (ages 2 years to entry into first grade). Licensee has removed request to add a toddler option component to license. One classroom has been converted for infant program. LPA remeasured the already licensed, preschool classroom during inspection. The preschool classroom was measured to be 1,358 sq ft allowing for a capacity of 38 children. The preschool program operates Monday through Friday from 8:30am to 6:00pm. The preschool classroom was observed to be clean, equipped with age appropriate materials that were in good working condition. The preschool program has a separate bathroom, outdoor area and storage space than the infant program. The outdoor area used by the preschool program is the facility's parking lot. Parking lot includes children's portable play structure that is cushioned by turf and at least 9 parking spots. Per licensee, staff do not park in parking lot. (Continue on Page 2...) (Continued, Page 2...) Per director, parking lot is used during parent pick up and drop off time. After 9:30am, outside parties do not have access to parking lots by a gated fence. When parking lot is fully gated, children access parking lot with children's outdoor materials as part of outdoor play area. Based on the new square footage measured during LPA's visit on this date, the capacity for preschool program will be decreased to 38 children. Prior to granting new licensed capacity for preschool program, following must be completed: -Submission of amended documents. -Complete review of amended documents by LPA. -Management approval. Exit interview conducted and report was reviewed with licensee, Shu "Irina" Yang, and director, Xiaotian "Tara" Yu.
