What the inspector wrote

On April 21, 2026, at approximately 9:00AM, Licensing Program Analyst (LPA) Alvarado conducted an unannounced Plan of Correction (POC) visit at the facility along with a Case Management for a Room Addition. LPA met with License Isabel Jeffel (L1) and explained the purpose of the visit. Present during the visit was (L1) and assistant supervising 7 children (3 Infants and 4 Preschoolers). The facility license is a large license and is operating within capacity limits and ratio during today’s inspection. (L1) was reminded that if no assistant provider is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home as specified in 102416.5 Staffing Ratio and Capacity. Everyone in the household has fingerprint clearance and is associated to the facility during today’s inspection. During the Annual Inspection that was conducted on April 8 th , 2026 the facility received two Type B citations regarding Administration of Child Day Care Licensing and Alterations to Existing Building or Grounds. Which were in regard to using a space that was off limits and fingerprints for an individual who does not reside in the home. During today’s Inspection, LPA conducted children record review for the two children who were not present during the last inspection. LPA also conducted Personnel Record review for assistant of (L1) where file was observed to be complete. LPA also received a written statement that was signed and dated by (L1) confirming that the individual who does not have criminal record clearance does not reside in the home and is not present during operating hours. (L1) was reminded that all individuals prior to being present in a licensed family child care home must have fingerprint clearance prior to being present. (L1) is adding Bedroom 1 as Part of the Family Child Care Home. Per (L1) Bedroom 1 will be utilized as a Passthrough for children to have access to go to the back deck, which is the outdoor play area. Will also be used for an additional designated Napping space. The department received updated Fire Clearance for the facility that was received and granted as April 16, 2026. Continued on Page 2... Page 2 Continued... The daycare Areas : operate in the central areas in the home including the living/family room, bathroom, kitchen (which is child proof), the backyard Deck and the side walkway of the left side of the home (Connects to outdoor deck). The off limit areas : Bedroom 1(Pass through only to backyard) and Bedroom 2, Garage, office space in the garage, front yard and the Backyard that is currently split into two as the second portion towards the back has some construction going on. LPA observed that off limit areas were properly barricaded and made inaccessible to the children in care. LPA reminded (L1) that off limit spaces must always be made inaccessible to children with child locks making it inaccessible. LPA observed home to be clean and in good repair. There are a variety of age-appropriate toys and equipment in the home which are in good condition. LPA suggested to (L1) to add additional padding to the outer side of the indoor play equipment located in the living room, as it has cushioned rug portion on the left side and not covered on the right side of the equipment. As of today April 21, 2026 bedroom 1 has been added and approved as part of the day care area of the family child care home. Newly approved areas of the home will include as follows: The daycare Areas : operate in the central areas in the home including the living/family room, bathroom, kitchen (which is child proof), Bedroom 1, the backyard Deck and side walkway on the left side of the home (Connects to outdoor deck). The off limit areas : Bedroom 2, Garage, office space in the garage, front yard and the Backyard that is currently split into two as the second portion towards the back has some construction going on. (L1) was reminded that prior to making alterations or additions to a family child care home or grounds, the licensee shall notify the Department of the proposed changes. Including Any change from an area of the family child care home previously identified as "off limits" to an area where care and supervision will be provided to children in care. LPA Alvarado along with (L1) inspected the home for any health or safety hazards. Prior citations were not observed . As of today April 21, 2026, the citation issued on April 8, 2026 will be cleared. Deficiencies cited on April 8, 2026, were cleared as of today’s inspection. The Letter of Deficiency Citation Cleared was provided to the Licensee as confirmation of cleared citations. No deficiencies were cited during today’s inspection under CCR, Title 22, Div. 12, Chapt. 1. See Technical Advisory(TA) regarding Operation of a Family Child Care Home Appeal Rights were provided to (L1). A notice of site visit was given and must remain posted for 30 days.
