What the inspector wrote

On January 17, 2024, at approx.9:20 AM Licensing Program Analysts (LPAs) Maria Olguin-Leon and Melissa Zaragoza met with Director Sandra Batzaritti for an unannounced annual inspection. Purpose of inspection was explained. Present today, Director, 3 staff and 15 preschoolers. Facility is operating within capacity and in compliance with staff child ratio. All staff present have fingerprint clearances. Facility operates a preschool program from Monday to Friday 8:30 AM to 3:30 PM. LPAs and Director toured the facility for health and safety hazards. Facility operates a toddler and preschool program in two classrooms. Facility is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, furniture, and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Facility has one restroom located in each classroom with one working toilet and one sink for hand washing. There is separate staff restroom. All toilets and sinks are working properly. All trash containers in restrooms and in classroom have tight fitted lids. All trash cans have tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility provides sleeping mats for children to rest; children bring their own sheets and are sent home each week for laundering. Playground area is equipped a play structure, sandbox, playhouses, swing set, playhouses, and ride on toys, all in good condition. Play structure flooring is cushioned with tanbark to cushion falls. Playground is also equipped with asphalt. Sandbox is covered open hole plastic netting. Playground is in surrounded with a 3 ft. chain linked metal fence. There are no pools or bodies of water. Per Director, there are no weapons or firearms on the premises. Cont. Page 2... Page 2... Facility provides snacks to children and menus are available and posted. There are two refrigerators located in facility for storing food. One is in office and second one is in multipurpose room. LPA observed food preparations areas to be clean, and food was stored properly in office to prevent contamination. Facility provides water to children in care from water faucets. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office away from other children. LPAs reviewed electronic sign in/out sheet, which is available inside main entrance door, LPA reminded Director to have parents sign with full signatures. Facility is equipped with fully charged fire extinguishers. Faciality is equipped with a fire alarm system. Per Director, school is equipped with electrical carbon monoxide/smoke detector and are checked every month and a half. Facility is equipped with a landline phone and staff use cell phones for communication. LPAs reviewed 5 children’s records 3 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted in December, 2023. Per Director, lead testing has been completed and submitted to regional office. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . The Vendor's ALE report for the center was received on 11/04/2023. The test results indicate that the center's parts per billion (ppb) exceeded the acceptable limit of 5.5 ppb. According to the director, fixture A with a 14 ppb has been retested and new results submitted to licensing office. LPAs collected new retesting results from Director. Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
