What the inspector wrote

On March 6, 2025, at approximately 9:05 am Licensing Program Analysts (LPAs) Maria Olguin-Leon and Ruhi Wadhwa conducted an unannounced, annual inspection at Casa Dei Bambini School, Inc. LPAs met with lead teacher Mei Ma and explained the purpose of the inspection. Assistant Director Michelle Salinas Quintanilla arrived at facility at approx. 9:40 am. Present in the facility today were Assistant Director, 5 staff, and 18 children. All staff working in the facility have criminal background clearances. Facility is operating within capacity and in compliance with staff/child ratio. Facility operates a preschool program with toddler component from Monday to Friday 8:30am – 5:00 pm. LPAs toured the facility for health and safety hazards. Facility operates on the site of Messiah Lutheran Church in classrooms: A2 Primary ages 2+ and B2 Pre-Primary under 2 yrs. old, playroom classroom and gymnasium. Classrooms are clean and orderly with proper temperature and ventilation. Both classrooms are equipped with a loft. There are plenty of age-appropriate toys, child size furniture, learning materials and art supplies, all in good repair. Facility is equipped with storage shelves for children to store personal belongings. There is a restroom with one toilet located in each classroom and a sink with no running hot water. LPAs observed children’s toiletries in restrooms. There is a separate restroom on premises for staff usage only. All trash containers in restroom and in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinets and inaccessible to children. LPAs observed sleeping mats for children in care; children bring their own sheets/blankets and are sent home weekly for laundering. There are two outdoor playgrounds: one area has a swing set, bouncer spring riders, playhouse, and children’s benches. Second area is equipped with large slide play structure, sew saw, swing set, climbing dome and a sandbox which is covered with a sandbox net. LPAs observed equipment to be age appropriate and in good condition. Both areas are equipped with tanbark to cushion falls. The rest of playground is asphalt. Entire playground areas are surrounded with 3 ft. chain linked fence. LPAs observed a garden area surrounded by a 3 ft. wrought iron fence. LPAs did not observe any pools, spas, or other bodies of water. Per Assistant Director, there are no weapons or firearms on the premises. Cont. Page 2… Page 2... Children bring their own lunch and facility provides snacks. LPAs observed snack schedule to be posted. LPAs observed snacks to be properly stored to avoid contamination. Snack are stored in refrigerate in playroom and in office. Facility provides filtered water in pitchers, children self-serve using paper cups provided by facility. First aid kits were observed to be fully stocked with medical supplies. Incidental Medical Services medication was reviewed. Sick children are isolated in office and away from other children. Facility uses Transparent Classroom app. for electronic sign in/sign out of children. Parents use a QR code located outside classroom and parents use a PIN number. LPAs observed fully charged fire extinguishers in each classroom and working smoke detectors. Facility is equipped with a fire alarm system with an integrated electrical carbon monoxide/smoke detector. Facility is equipped with a landline and staff uses walkie talkies to communicate. LPAs reviewed 6 children’s records 6 staff record. Technical violation was issued for staff and children missing immunization records. Technical assistance was issued for 15-minute sleep logs for children under 24 months old. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted February 19. 2025 and are conducted monthly and are properly documented. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . LPAs discussed the safe sleep regulations with Assistant Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Assistant Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPAs encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
