What the inspector wrote

On September 30, 2025, at approximately 2:15pm, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced case management inspection in conjunction with a complaint investigation and met with Licensee Edelmira Cardenas. Present during today visit was licensee, assistant and 7 children (4 infants and 3 preschoolers). Facility is operating within capacity limits. During facility inspection visit on August 14, 2025, LPA observed cribs and children napping in off limits master bedroom. LPA completed a file review and facility sketch review and determined master bedroom in home is off limits and is not approved to be used for daycare purposes. As this poses a potential health and safety hazard a type B deficiency was cited today. During today’s visit LPA observed a sleeping infant with a bottle inside crib. As this poses a potential health and safety hazard a type B deficiency was cited today. See page 809D for two type “B” deficiency being issued today under health and safety code and California Code of Regulations, (Title 22, Div. 12, Ch 3). Notice of site visit was provided and must remain posted and visible for 30 days. Failure to comply with posting requirements may result in an immediate civil penalty of $100. This report is public and can be reviewed. An exit interview was conducted with Licensee, Edelmira Cardenas and Appeal Rights were provided.
