What the inspector wrote

On December 3, 2025, at 10:00am, Regional Manager (RM) Cindy Interiano, Licensing Program Manager (LPM) Marie Rodriguez, Licensing Program Analysts (LPAs) Maria Olguin-Leon and Leslit Tapia-Mandujano met with Licensee, Edelmira Cardenas and Jose Amezquita Morales (UDW Union-Organizer II) for an informal office meeting at the San Bruno Regional Office. The purpose of the informal meeting was to discuss deficiencies cited during complaint investigation, personal rights, noncompliance regulations and Licensee's conduct towards LPAs. Discussed during today’s meeting were the following deficiencies cited during an Annual inspection, a Case Management inspection, and a complaint inspection on November 6, 2025. Regional Manager discussed the following with Licensee: *Safe Sleep Regulations *Registered to receive Providers information Notices (PINs). *Criminal Background Clearance for all staff *Children's Personal Rights: each child shall be accorded safe, healthful, and comfortable accommodations, furnishings, and equipment. Children will not be restrained as a form of discipline. *Maintain Current Roster and personnel reports for three years *Designated 'off limits' areas must be maintained inaccessible to daycare children. *Demonstrating professional interactions with LPAs. Licensee stated they are aware of the importance of complying with all licensing regulations. Licensee was advised more frequent inspections will be conducted to ensure her compliance. Exit interview conducted and report was reviewed with licensee, Edelmira Cardenas.
