On July 28, 2023 at 8:40 AM, Licensing Program Analyst (LPA) Cowan met with Site Director, Christine Mercado, for an unannounced annual random inspection. Present today is director, 3 staff, and 10 infants at this time. Facility is operating within its capacity, and facility is in compliance with staff / child ratio on this day. The center operates Monday - Friday 7:00 AM to 5:30 PM. When LPA arrived children were participating in circle time listening to singing in English and Spanish. LPA inspected the infant day care area for health and safety hazards today. LPA observed facility has working smoke detector, carbon monoxide detector, fully charged fire extinguisher, and working telephone on site. The center is clean, orderly and in good repair. There are no pools, spas or other similar bodies of water on site. Cleaning supplies and other potentially harmful items are stored inaccessible to the children. All furniture and equipment are clean and in good working condition. The center's furniture and equipment are age appropriate. There is a sufficient quantity of cribs, table/chairs and changing tables meet the capacity. Facility sends bedding for infants and toddlers home for cleaning daily, and mats are wiped down and disinfected daily. Bottles and other items provided by the parents are labeled and stored appropriately. Food and formula are provided by parents. Changing tables are within an arm\342\200\231s reach of a sink. All solid waste storage containers have secure lids. The outdoor play area designated for the infants and toddlers was clean and in good repair. At 9:30, LPA observed that children's play area did not have shade for playing infants. This is a potential risk for children in care and a Type B citation is issued for this deficiency. All toys and equipment are in working condition. Areas under slides and other high climbing equipment is adequately cushioned poured rubber. At 9:45 AM, facility files were reviewed. Children's files were reviewed. Children's files have medical assessments and needs and services plans on file. At 9:48 AM, LPA observed that two children did not have Sleep Plans on file. This is a potential risk to children in care, and a Type B citation is issued for this deficiency. LPA reviewed 3 staff files. All staff have criminal record clearances on file. Education units are on file for teaching staff. At least one staff member on site has current CPR/First Aid certification. At 11:04 AM, LPA observed that staff member did not have immunizations on file. This is a potential risk to children in care, and a Type B citation is issued for this deficiency. Report Continues \342\200\246. Page 2 LPA discussed the discontinued use of sleep sacs for infants. LPA advised using pajamas to keep children warm. LPA discussed efficient ways to keep sleep logs for infants. LPA discussed managing allergies in the facility making sure that children to not get allergens. Site director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA discussed the safe sleep regulations with site director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed site director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
