What the inspector wrote

On 10/15/2025, at approximately 1:55PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Natalie Picazo, and explained the purpose of the visit. Present during the visit was the Licensee, 2 helpers, and 9 preschool-age children. The facility is operating within staffing and ratio requirements on this day. The facility\342\200\231s hours of operation are 8:00AM to 5:00PM, Monday to Friday. This home is a duplex, with the facility located in Unit A. Daycare Areas: Living Room, Bedroom #2, Bathroom, and Backyard. Off-limits Areas: Bedroom #1, Kitchen, and Unit B. LPA and Licensee inspected the home for any health or safety hazards. There is a fire alarm present at the entrance of the home. There are two fully charged 2A10BC fire extinguishers present. There is a carbon monoxide detector present in the Living Room that was demonstrated to be operational. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Outlets are covered or blocked by furniture when not in use. There are no fireplaces or open-faced heaters in daycare areas. Off-limits areas are kept inaccessible with childproof gates or knob covers. LPA observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. There are cubbies available for children to use for storage. Children bring bedding from home and take it back once a week for cleaning. Cots are provided by the facility and labeled with each child\342\200\231s name. Continued on Page Two Page Two Water bottles are brought from home. The facility provides morning and afternoon snacks. Families provide lunch from home. Per Licensee, there are currently no children in care with food allergies. LPA reviewed storage of medication with Licensee. LPA observed that medication is stored appropriately, with its original packaging and physician\342\200\231s instructions. The Backyard was observed to be free of debris and other loose articles. Shade is available from the building or a tree present in the Backyard. The Backyard is enclosed by a fence. Per Licensee, children are supervised during outside play. There are age-appropriate toys and equipment present. There are no swimming pools or other similar bodies of water present in the facility. Per Licensee, there are no firearms or weapons stored in the home. LPA advised that stairs in the Backyard must be made inaccessible to children in care. LPA discussed supervision of children during outside play with Licensee. The Backyard play area is separated into two areas that are separated by a fence and stairs. Licensee stated that there is always one adult present in each part of the Backyard play areas. LPA reviewed 3 staff files, 5 children\342\200\231s files, and facility records. All adults present during the visit have current Pediatric First Aid/CPR training. Mandated Reporter training and immunization records are available for review. All adults living or working in the home have acquired fingerprint clearance, including tenants of Unit B. Children\342\200\231s files reviewed were observed to be complete. The facility last conducted an emergency drill on 8/26/2025. Drills are properly logged and documented. Control of property is present and available for review. Licensee carries liability insurance. Continued on Page Three Page Three Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were cited during today\342\200\231s visit on 10/15/2025. See LIC9102-TV for technical violation issued today regarding access to stairs. Appeal rights were provided and explained.
