On 11/17/2025, at approximately 4:10PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced complaint investigation visit at the facility. LPA met with Licensee, Natalie Picazo, and explained the purpose of the visit. Present during the visit was the Licensee, 1 helper, and 9 preschool age children. During the course of the investigation, LPA conducted site observations, record review, and interviews with relevant parties. Licensee denied the allegation. There is no direct evidence to prove that the allegation above did or did not occur. Based on relevant information reviewed, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated at this time. No deficiencies were cited during today's visit on 11/17/2025. Appeal rights were provided and explained. A notice of site visit was provided and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Natalie Picazo.
