What the inspector wrote

On 9/22/2025, at 1:35 PM, Licensing Program Analysts (LPAs) Wadhwa and Leong conducted an unannounced, annual inspection. LPAs met with Site Supervisor, Yesenia Ramirez and explained the purpose of the visit. All adults present today have fingerprints and background clearance on file. The facility operates a preschool age program out of a portable located on the Alvin Hatch Elementary School site. Hours of operation are Monday through Friday 7:30am to 5:30pm. Present during today\342\200\231s visit are 21 preschool-age children and 5 staff including the Site Supervisor. LPAs toured the facility with the Site Supervisor to conduct a health and safety inspection. LPAs observed the classroom to include a variety of toys and materials that were in good condition. The classroom has age-appropriate furniture, equipment, and materials. Storage for children's belongings is inside the classroom. LPAs observed cleaning products to be stored on high shelves in the children\342\200\231s bathroom. Classrooms are equipped with a fully charged fire extinguisher and multiple first aid kits. LPAs observed multiple Carbon monoxide and smoke detectors in the classrooms. There are two bathrooms inside the classroom available for the children to use. Each bathroom has one toilet and one sink. One bathroom has a changing table complete with all sanitation supplies. LPAs observed both toilets and sinks to be in working condition. Continued on Page 2 Page 2 Per Site Supervisor, the facility provides a food service which includes a morning snack, a lunch and an afternoon snack. Parents provide a water bottle from home and the facility provides refill as needed using a bottled water dispenser. Per Site Supervisor, facility provides cots for children to nap, and parents provide bedding, which is sent home weekly to be laundered. Outdoor areas are entirely enclosed and fenced. LPAs observed outdoor play areas to have roof, for shade. LPAs observed play areas to have cushion flooring. LPA observed toys and material to be in good condition. Program uses paper sign in and sign out requiring parents wet signatures. LPAs reviewed sign in/sign out sheet for 9/22/2025 all children were observed to be properly signed in. LPAs observed licensing posters and required documents to be properly posted. The program\342\200\231s last disaster drills were conducted on 9/11/2025. LPAs reviewed children\342\200\231s facility records which were complete and had all required documents. Children's records have emergency information on file. LPAs reviewed facility staff records and found them to be complete with all the required immunizations and licensing forms. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page 3 Page 3 Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. CCC did not complete testing prior to their deadline. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA Wadhwa requested Site Supervisor to send a copy of the Director Packet. Please see LIC 809-D for deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. LPAs provided Site Supervisor with Appeal Rights. Exit interview conducted and report was reviewed with the Site Supervisor, Yesenia Ramirez.
