What the inspector wrote

On January 8, 2025, at approximately 10:25am Licensing Program Analyst (LPA) Maria Olguin-Leon and Licensing Program Manager (LPM) Daniel Oquendo conducted an unannounced, annual inspection. LPA, LPM met with Director Yasha Nasiripour and explained the purpose of the inspection. Present in the facility today were, Director, 3 staff and 15 preschoolers. All adults working in the facility have criminal background clearances and are associated to the facility. Facility is operating within capacity and in compliance with staff/child ratio. Facility operates an infant and preschool program; facility hours of operation are Monday to Friday 7:30am to 5:30pm. LPA, LPM and Director toured the facility for health and safety hazards. Facility operates a preschool and infant program. Preschool program operates in one classroom, Classroom is clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, indoor dramatic play areas and sleeping cots all in good repair. Classroom is equipped with storage cubbies for children to store personal belongings. There is restroom located in classroom with two toilets and working sinks with no running hot water. LPA observed a changing table in restroom within arm\342\200\231s reach of sink for hand washing. Per Director, changing table is not in use and children are changed standing up. There is a staff restroom located in classroom for staff usage only. All trash containers in restroom and in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility has plenty of sleeping cots available for napping and facility provides sheets for cots and are washed weekly or as needed. Preschool playground is separate from infant playground with a 3 ft. fence. Playground is equipped with an age-appropriate climbing/slide play structure, plastic stepping rocks, sand box, child size table for sitting and other age-appropriate toys, all in good condition. Tress provide shade for children. Playground flooring is equipped cement walkway and rubber padding is underneath play structure to cushion falls. Playground is surrounded with a 5 ft metal fence which is equipped with a wood slate for privacy. LPA did not observe any pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises. Cont. Page 2... Page 2... Facility provides meals to children in care and menus are available and posted in kitchen. Meals provided are breakfast, lunch and two snacks. Kitchen was observed to be clean, and food was properly stored to prevent contamination. Children bring their own water bottles from home and are labeled with children\342\200\231s names. Facility refills water with filtered water. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed, and medication reviewed. Sick children are isolated in classroom and away from other children. Parents sign children in and out by scanning QR code via ProCare app. Parents use individual PIN #\342\200\231s and signatures. LPA reviewed sign in/out. A fully charged fire extinguishers is located in classroom. A dual working carbon monoxide/smoke detector and a sprinkler system. Facility is equipped with landlines phone in each classroom and staff use cell phones and ProCare app to communicate with facility staff and parents. LPA reviewed 6 children\342\200\231s records 3 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Menus, and Emergency Disaster Plan. Last emergency drill was conducted October 24, 2024, and is properly documented. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
