What the inspector wrote
On January 29, 2026, at approximately 8:45am, Licensing Program Analyst (LPA) Olguin-Leon conducted an unannounced, annual inspection at Kids Konnect Infant Care & Preschool (Infant Program). LPA met with Director Makinya Ward, and the purpose of visit was explained. Program is a combination Infant license and preschool license. Present in the infant program during today’s visit was Director and 6 staff caring for 12 infants. Staff present have criminal background clearances and associated to infant program license. Infant program is operating within capacity limits and ratio requirements. Hours of operation are Monday through Friday 7:30am to 5:30pm.
Infant program operates in one classroom: infants ages are birth to 24 months. LPA inspected day care areas for health and safety hazards. LPA also reviewed facility records. Licensing documentation is properly posted in lobby of facility, including facility's outdoor waiver. Children are signed in and out of program electronically via ProCare app. QR code is posted on lobby doors which is used by parents, along with a unique pin number to sign their child into program. LPA reviewed ProCare.sign in out app on facility computer. Emergency disaster drills are conducted and are properly documented. Last emergency drill was conducted and documented on September 17, 2025.
Infant classroom includes a variety of toys, materials and furniture that are in good condition. LPA observed classroom includes rugs. Per Director, rugs are vacuumed daily. LPA also observed soft padding on floor for crawling infants, that was observed to be in good condition. LPA observed infant classrooms to include areas for quiet space, tummy time, dramatic play, and eating. Areas in classroom are organized with equipment that are age appropriate. Infant cubbies are located in their classroom, and labeled with their names.

Infant classroom has a changing table area. LPA observed two diaper changing tables to be within arm's reach to an adult sink. Parents provide diapers and wipes for infants. LPA observed garbage bin with a tight-fitting lid within arm's reach of diapering table.
LPA observed a fully charged fire extinguishers in classroom. There are also multiple first aid kits and emergency backpacks on site. Facility is equipped with a sprinkler system and a dual smoke/carbon monoxide detector. LPA tested a smoke/carbon monoxide detector during today's visit, which was observed to be in working condition.
LPA observed cleaning solutions and poisons to be stored in classroom behind locked cabinets or high shelves and inaccessible to children. The cabinets in the classroom are secured with child safety locks. LPA observed electrical outlets in the classroom to be secured with child safety covers.
Infant children bring their own meals and bottles from home which are properly labeled with infants name and properly stored in classroom refrigerator. Program also provides a food service for older infants with parental consent. Menus are sent home weekly for parent review. Meals are prepared on site in facility kitchen. LPA observed kitchen to be clean and organized; food is properly stored to avoid spoilage or cross-contamination. Program utilizes reusable plates, cups and utensils that are washed and sanitized daily in facility's dishwasher. Drinking water is available to children through a filtered pitcher that is refilled in classrooms' sinks.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. Child care center completed testing and no lead exceedances.

There is a separate napping area for sleeping infants in the classroom. LPA observed several cribs available in infant sleeping area. LPA observed cribs do not hinder the entrance or exit to the napping area. LPA also observed cribs to be free of loose articles and objects. Mattresses are equipped with tight fitting sheets and are washed daily or as needed. Sleeping logs were reviewed by LPA and are properly maintained and documents time infants fall asleep and 15-minute time checks with staff initials. LPA reminded staff to document any unusual sleeping patterns of infants, such as fussiness, overheating, congestion, coughing etc.

as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Infant outdoor area was observed to be separated by fences from preschool outdoor area. Entire outdoor area is enclosed by a 5 ft. chain link fence and a shorter 3 ft. fence between infant and preschool playground. Outdoor areas include a variety of toys and materials that are in good condition. LPA observed an age-appropriate play structure. Trees provide sufficient shade for children. LPA did not observe any pools, spas or bodies of water on site.
Isolation area for sick children is in office and away from other children. During today's visit, LPA reviewed 5 random children's records. Children's records are complete with admission agreements, records of immunizations, and emergency information. LPA also observed children's records to include completed Infant Needs and Services plan as well as Individual Infant Sleeping Plans (LIC9227).
LPA reviewed 5 random teaching staff records. Staff records are complete with educational permits or transcripts, records of immunizations, health screening reports and Mandated Reporter certifications. LPA observed teaching staff’s transcripts to include 3 units related to infant/toddler care. Multiple staff on site also have current CPR and First Aid certifications, that were made available for review. A childcare roster and staff roster are also maintained and made available for LPA's review.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During today's visit, no deficiencies were issued. A notice of site visit was given and must remain posted for 30 days.
