On May 27, 2026 at approximately 5:15PM, Licensing Program Analyst (LPA) Katie Krenn arrived at the facility for an unannounced case management visit. LPA met with lead teacher, Andres Cheung (T1) and explained the purpose of today’s visit. Present at the facility in addition to T1 were nine staff supervising 65 school age children. KCE Champions McKinley is a school age program. School age program is located inside the school grounds of McKinley Elementary School. School age program is currently operating in Rooms #21, #22, #17, and the library. Hours of operation are Monday through Friday 7:00AM to 9:00AM and 3:00PM to 6:00PM. LPA and T1 toured the facility. LPA request to inspect the Multi-Purpose Room (MPR). T1 said that the MPR is currently locked and T1 does not have a key. Per T1, the program only uses the MPR when it is raining. LPA stated that the program may not use the MPR until licensing has been able inspected the room. T1 stated that they understood. LPA discussed the reporting requirements with T1. LPA stated that when the director is not on site T1 is responsible for reporting unusual incidents to the licensing department. T1 stated that they understood. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. page 2 Page 2 This facility provides Incidental Medical Services – IMS.
