What the inspector wrote

On August 27, 2024 at approximately 8:35am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Nicole Feldman, and operating manager, Matthew Feldman, and explained the purpose of the visit. Latchkey Alternative Center program is a combination preschool and school age program that operates at FDR Elementary School in classrooms 700A and 700B only. Preschool program separates children in two groups: Dinosaurs (4 to 5 year olds) in 700B and Teddy Bears (2 to 3 year olds) in 700A. School age program operates in 700B when preschool children are gathered in 700A. Hours of operation for school age program include a morning and afternoon session. Morning hours are 6:30am to 8:20am. Afternoon hours include Monday, Tuesday, Thursday and Friday 3:00pm to 6:00pm and Wednesday 1:15pm to 6:00pm. No school age children were present during LPA's visit. All staff present have fingerprint clearance on file. With operating manager, LPA inspected facility, indoors and outdoors, for health and safety hazards. LPA observed classrooms 700A and 700B to be ventilated with appropriate temperature. LPA observed classrooms to include a variety of toys and materials that are in good condition. Classrooms include age appropriate furniture, equipment and materials. LPA observed cabinets and storage bins for classroom materials to be labeled appropriately. There is appropriate storage for children's materials in both classrooms, labeled with children's individual names. Flooring in classroom includes carpets that are free of stains. LPA observed both classrooms are equipped with fully charged fire extinguishers, first aid kit cabinets, fire alarm and carbon monoxide detectors. Carbon monoxide detectors were tested during visit and were observed to be in working condition. LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers and/or blocked by furniture. (Continue Report on Page 2...) (Continued, Page 2...) Restroom for school age children's use was observed to be clean. Toilets and sinks were observed to be in working condition. School age children's restrooms allow for individual privacy. LPA observed sinks to be equipped with appropriate sanitation products. LPA observed garbage bins in classrooms, restroom and outdoor area to have tight fitting lids. LPA observed cleaning solutions and chemicals to be stored inaccessible to children in classrooms' high shelves. Program provides a food service for school age children that includes snack. Food is prepared in kitchen preparation area in classroom 700A. LPA observed door to kitchen preparation area to include a child safety lock. Menu was observed to be posted and available for review. Children's utensils are washed through a dishwasher on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Outdoor area is entirely enclosed and fenced. Outdoor area includes a variety of outdoor toys and equipment that are in good condition. Flooring in outdoor area includes artificial turf that is in good condition. Drinking water is available to children, indoors and outdoors, with children's individually labeled water bottles that can be refilled on site through filtered water stations with purchased water jugs. School age program utilizes an electronic sign in/out system/application. LPA observed licensing documents to be properly posted in each classroom. Disaster drills are conducted with elementary school. Last documented drill was conducted 02/01/2024. Per operating manager, if a child is ill, isolation area is in program's office. LPAs reviewed 5 staff records and 5 children's records. Children's files have record of emergency information on file. Multiple staff on site have a current CPR/First Aid certification and current Mandated Reporter certification. Staff records include immunizations. (Continue Report on Page 3...) For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued during LPA's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee, Nicole Feldman.
