What the inspector wrote

On 5/12/2025 at 9:00AM., Licensing Program Analyst (LPA), Luis Gomez met with Licensee, Satoe Kaneko. The purpose of today\342\200\231s visit was explained and was for an unannounced, annual/ random inspection. Purpose of visit is also to conducted case management for increase in capacity. Present was the licensee and assistant caring for 6 children. (5 preschool-age and 1 infant-age) Adults have criminal record clearances on file. Licensee\342\200\231s home is a four bedroom, two bathroom, one level house. Days and hours of operations are Monday- Friday, 8:30AM- 4:00PM. The areas of the home designated for childcare are: Living Room (Activity Room); Bathroom #1; and Backyard. The area designated as off-limits include Kitchen (Pass through only); Dining Area (Pass through only); Garage; Bedroom #1, #2, #3, #4, and Bathroom #2. Approved fire safety inspection request was received by the Department on 5/9/2025. LPA inspected facility indoors and outdoors for health and safety hazards. At 9:10AM., the following was observed: Facility was clean, with age-appropriate playthings and material available for the children. The off-limit areas are made inaccessible with lockable doors and installed child safety gates. LPA observed storage available for children\342\200\231s belongings. Accessible tables, chairs and furniture are scaled to the appropriate size. Facility toys, puzzles, and items inspected were in good repair. Fireplace in activity room had been barricaded. For napping services/ scheduled rest, LPA observed foam mats located in facility. Per licensee, infant-age child in care receives part time services only. Bathroom #1 was observed clean, with faucet and toilet in operating condition. Facility was a comfortable temperature with ventilation and lighting. Facility has telephone service; carbon monoxide/ smoke combination detectors; and fire extinguisher (2A:10BC). (REFER TO 809C, FOR CONT.) (PAGE 2) At 9:35AM., LPA inspected facility backyard area. Area was completed fenced with outside plaything in good repair. Facility does not have any pools; fishpond; jacuzzi; or other bodies of water. At 9 :40AM., Based on observation, LPA confirmed accessible hazardous plant (Aloe Vera), loose rocks and bricks in backyard area. At 9:50AM., LPA reviewed facility records including the children and staff files. The staff file was reviewed and included: Acknowledgment to Report Suspected Child Abuse (LIC9108); Notice of Employee Rights (LIC9052); and proof of completed Mandated Reporter Training course (AB1207). The children\342\200\231s files were reviewed and included the: Identification and Emergency Information (LIC700); Consent for Medical Treatment (LIC627); and Notification of Parents Rights (LIC995). The licensee\342\200\231s cardiopulmonary resuscitation (CPR)/ Pediatric First Aid Certification was current, expiring: 7/2026. LPA reminded licensee to renew mandated reporter training course (AB1207). Advisory Note: Technical Violation (LIC9102TV) was issued. Licensee to conduct emergency disaster drill once every six months, with last completed on 3/19/2025. LPA observed posting posted in facility hallway, including the facility license. LPA reminded licensee to post required posting including: Notification of Parents Rights (PUB394) in visible location for families. Per licensee, isolation of an ill child is in activity room. Per licensee, facility provides daily snack/ meal service for children in care. (REFER TO 809C, FOR CONT.) (PAGE 3) Licensee was reminded that all adults 18 years and over living in the home, person who provides care and supervision to children, and staff who have contact with children, including employee and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain criminal clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed safe sleep regulations with licensee and the Child Care Licensing Safe Sleep Web page at: https://www.cdss.ca.gov/inforesource/child-care-licesning/public-information-and-resources/safe-sleep as an additional resource. LPA informed licensee of the importance of checking for recalled infant devices on United States consumer Product Safety Commission (CPSC) website at http://www.cpsc.gov and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility was informed of the www.mychildcareplan.org site is a consumer education website that helps families obtain child care by connecting to child care providers and resources and referral agencies (R&R) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 20-02-CCP. Based on today's inspection, deficiencies were observed in areas evaluated according to California Title 22, Div. 12 Chap. 3, Health and Safety Code of Regulations and cited on 809D. An exit interview including facility evaluation report and plan of correction was discussed with Licensee, Satoe Kaneko. Licensee\342\200\231s signature of this form acknowledges the receipt of these documents. Prior to approval of large capacity licensure, the following must be completed: -Clear pending deficiencies issued during inspection -Renew required mandated reporter training certification (AB1207) During exit interview, licensee confirmed no registered sex offenders are living in the facility, and LPA completed RSO profile. Notice of site visit was given and must remain posted for 30 days.
