What the inspector wrote

Licensing Program Analyst (LPA) Glenn Schnell met with Applicant Karen Haas-Foletta today for a pre-licensing inspection. Also present was site Director Jennifer Foletta. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 60 children (ages 2 years to entry into first grade). This is part of a combination center. The applicant has also applied for an Infant license for 18 children at this same location. The facility will operate Monday - Friday; 7:00 AM to 6:00 PM. The designated director/site supervisor for the facility is Jennifer Foletta. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. Indoor: There are three classrooms that will be used for the program and the following square footage was calculated for each room: Room 149, 555.103 sq ft. , Room 125, 846.825 sq ft., Room 122, 851.108 sq ft. Total useable indoor square footage is sq ft divided by 35 sq ft equals 63 c h ildren . The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. The program will provide a sheet and blanket for their child, bedding will be laundered weekly at the facility. Cots will be cleaned at least weekly or more often if needed. Children will be signed in and out by electronic signature. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors, separate kitchen area where snack food is stored, garbage cans with tight-fitting lids, first aid and emergency supplies. The facility is adequately ventilated and free of insects and bugs. The program provides two snacks daily and parents will provide lunch. A combination of disposable products and washable dishes and utensils will be used for food service. There are dishwashers in each classroom. Snack foods will be stored in the staff room as well as in teacher preparation areas located in each classroom. There are also refrigerators in each classroom. Foods will be stored separate from cleaning products and other hazards. Medications will be stored in the staff room or in each classroom inaccessible to the children; There are 8 toilets (120 capacity) and _14_ sinks ( 210 capacity) accessible for children's use. Children's bathrooms are located in each classroom and there is a bathroom for children accessible directly from the outdoor activity space. The bathrooms were observed to be clean and with no health and safety hazards. Sinks accessible to children deliver water that is no warmer than 120 degrees. The program will provide automatic water stations in each classroom for children to drink water indoors. All toxins and other hazardous items will be stored in a locked cabinet in the classroom and will be inaccessible to children. Isolation of ill children will be located in the director\342\200\231s office and the adult bathroom in the lobby will be used for an ill child. The facility is located next to a creek. Adequate fencing is being installed outside of the door in room 122. As an additional temporary solution a door alarm will be added to the door and staff will be stationed at the door in the classroom until fencing can be installed in July 2021. Outdoor: The outdoor area measures 2076.253 sq ft. allowing for a total of 27 children . LPA advised that a waiver will need to be approved for scheduled rotational usage. LPA Schnell received a request for a waiver during today's inspection. The outdoor area to be used is enclosed by at least a five foot fence and observed to be clean, safe and equipped with toys and equipment for children. Currently there is no climbing structure. There is an outdoor sand area. There are also sinks accessible to children. Jugs and cups will allow children access to drinking water outside. Shade for children will be provided by portable shade structure. There is a bathroom directly accessible to the children from the outdoor playground only. The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will talk with the children and use redirection/ teaching pyramid, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. This facility will provide Incidental Medical Services \342\200\223 IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA also reviewed COVID-19 required postings. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency. Water testing for Lead requirement was discussed but this building was built after 2010. Report was reviewed and signed by Karen Haas-Foletta. LPA Schnell will recommend licensure of this facility for a capacity of 60 children once the following is received: Approved Fire Safety Clearance
