What the inspector wrote

On November 24, 2025 at approximately 9:15am, Licensing Program Analyst (LPA) Tapia-Mandujano conducted an unannounced annual inspection. LPA met with Director, Jennifer Foletta and explained the purpose of the inspection. Present in the facility are Director and three staff caring for a total of 8 infant children. All adults working in the facility are fingerprint cleared and associated. Facility is currently operating within teacher to child ratio on this date. Facility is a combination center with an existing Preschool on site. Infant program operates in two classrooms (Infant Room and Infant Toddlers room). Days and Hours of operation are Monday-Friday from 7:45am-5:30pm, year round with occasional Holiday and breaks. LPA and Director inspected the facility for Health and Safety Hazards. LPA observed each classroom to be clean and equipped with age-appropriate toys and materials. Storage for children's belongings are located inside the classrooms, labeled with each child's individual names. LPA observed facility has an installation of a fire alarm system inside the classroom as well as a fully charged, fire extinguishers. The facility has a smoke and carbon monoxide detector installed as well as emergency kits with first aid materials and emergency contact information. At the moment, there are no children enrolled that require any medication. If children require medication, medication will be stored appropriately, inaccessible to enrolled children and maintained with proper documentation in the office. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children in off limit areas or facility high shelves. Continued on Page 2... Page 2 Continued... Facility offers am/pm snacks with the option of a hot lunch. Parents are still allowed to bring in lunch. All children under 12 months food is brought in by the parents. Monthly menus are posted in each classroom. Bottles and food containers are brought labeled with child's name and are dated. Each child has their own section to maintain their bottles and containers inside the fridge. Water is available to children indoors and outdoors. LPA observed there is an Individual Feeding Plan for each child. Infant Children sleep in cribs in designated napping area. Infant/Toddler room children sleep in cots. Per Director, sheets and blankets are laundered daily and weekly. LPA observed that the facility has an individual sleeping plan on file for each child. LPA also observed that the facility is maintaining safe sleep logs for each child. Outdoor area appears to be clean and orderly. There are a variety of outdoor equipment that are in good working condition. Children are signed in and out of facility with parents' signatures. Facility has license documentation and information properly posted and available for review in the entrance. LPA reviewed facility records that included 6 children's records and 4 staff records. LPA observed children's and staff's records to be complete. There is at least one staff that has a valid CPR and First Aid certificate. All staff have an up-to-date Mandated Reporter Certificate. Last emergency drill was conducted 11/2025. Emergency drills must be conducted at least once every six months and needs to be properly logged and documented. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). Continued on Page 3... Page 3 Continued... LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) CCC has provided documentation that the building was built after 2010, CCC will provide a written attestation of testing exemption. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director, Jennifer Foletta of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
