What the inspector wrote

Licensing Program Analyst (LPA) Haydee Caliboso met with the applicant, Michelle Doan, Director of the facility 01/10/22 for a pre-licensing inspection. Also, present during the inspection is applicant\342\200\231s husband, Plamen Marinov. The applicant has requested for a change of location and for a name change. The applicant has requested a combination of preschool program with toddler component program, 24 toddler ages 18 to 36 months, and 24 preschool children ages 2 to entry to Kindergarten. The facility will operate Monday - Friday; 8:00AM \342\200\223 6:00PM. The facility was inspected today, indoor and outdoor, for health and safety hazards, and measured to calculate capacity. This inspection included a technical assistance inspection for COVID-19 guidance and support. Indoor: There are 6 classrooms that will be used for the program, Toddler rooms #1-3, and Preschool rooms #4-6. The following square footage was calculated for Toddler room #1, 140.04 sq. ft, allowing for a capacity of 4 children, Toddler room #2, 143.41 sq. ft , allowing for a capacity of 4 children, Toddler room #3, 574.63 sq. ft, allowing for a capacity of 16 toddler children. Preschool room #4 was calculated for 206. 93 sq. ft, allowing for a capacity of 6 children, Preschool #5, 206. 93 sq. ft, allowing for a capacity of 6 children, Preschool #6, 439. 78 sq. ft, allowing for a capacity of 12 children. The classroom\342\200\231s furniture\342\200\231s and equipment are clean and in good condition. Children\342\200\231s toys and supplies are orderly, in good condition, and age appropriate. There is storage space for children's personal belongings located at the hallway. Mats will be utilized for napping children. Program will provide a sheet and parents will provide blanket for the children. Bedding is to be washed weekly or as needed. Mats will be cleaned daily or as needed. The classroom is equipped with a fire extinguisher, smoke, and carbon monoxide detectors. The classroom is equipped with a working refrigerator. 809-C Cont. pg. 2 The classroom has garbage cans with tight-fitting lids. The classroom has a designated backpack with a first aid kit and emergency supplies. There is also a first aid kit located in each classroom. Refrigerated medications will be stored separately from food. Medication will be administered with parental consent and will be kept in the child\342\200\231s file for record. All medication will be logged when administered to children. The parents will lunch and snacks daily for children. The facility has 5 sinks and 5 toilets available for children to use. The capacity for 5 toilets is 75, and the capacity for 5 sinks is 75. LPA reminded the Director that ratio and supervision are observed at all times. All cleaning supplies and hazardous items are stored in a locked cabinet made inaccessible to children. Isolation area for ill children is in the lobby or receiving area, and staff bathrooms will be used for ill children. There are designated bathrooms for staff to use. Parents will provide water water bottle for indoor and outdoor use. In addition, pitchers of water and disposable cups will be provided for indoor and outdoor use. Outdoor: The outdoor square footage where children will be present during outdoor time is 3,300 sq. ft, allowing for a capacity of 44 children. Director was reminded that preschool children cannot co-mingle with toddler children. The applicant has submitted an outdoor rotation waiver for shared outdoor usage. The outdoor area was observed to be clean, safe, and equipped with toys that are age-appropriate for children. There are trees in the playground that will be used for natural shade for children. Mulch and pea gravel are used on the playground for cushion. The program\342\200\231s outdoor playground is enclosed and gated with a fence approximately 4 ft. tall. Sandbox is clean and has a cover. LPA reminded the Director that sandbox needs to be check daily. Sheds for storage will remain closed and locked when children are present. LPA reminded Michelle Doan to ensure ratio and supervision are observed at all times. The facility will conduct and log fire drills once every six months, and the log will be available upon request. 809- C Cont. pg. 3 The following items were reviewed as part of today\342\200\231s visit: Record keeping for staff, children, and facility records, care and supervision of the children, child discipline procedures \342\200\223 staff will use positive reinforcement and redirection. Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. This facility will provide Incidental Medical Services \342\200\223 IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. Applicant were asked to review the report and return a signed copy of the report to LPA Haydee Caliboso. Based on available square footage, sinks, and toilets, LPA Haydee Caliboso will recommend licensure of this facility for a maximum capacity of 48 children. The following is required prior to regular licensure for a capacity of 48 children: \302\267 Photo of posting requirements. \302\267 Obtain approval from San Mateo County Fire Department. \302\267 Photos of Preschool and Toddler classroom set-up with variety of toys available for children. \302\267 Photos of completed playground area with pea gravel or mulch under the climbing structure. \302\267 LIC 404 Outdoor rotation waiver for shared outdoor used.
