What the inspector wrote

On June 24th, 2024, Licensing Program Analysts(LPAs) Kassandra Medrano and Diana Alvarado conducted an unannounced case management inspection. LPAs met with Gamila Elassal, Director, and explained the reason for today's inspection. Purpose of today's inspection: Facility is applying to increase the licensed capacity of the current preschool license from 150 preschool children to 165 preschool children The Facility is currently licensed in Room: A124 (BAMBOO), A123(LOTUS), A122 (OAK), A121 (SEQUOIA), B114 (MOON), B113 (RAINBOW),B112 (STAR), B110 (SUN). As well as exclusive use to restrooms A118 and A119. A fire clearance approval from Menlo Park Fire Department was granted on 5/14/2024.LPAs inspected facility for health and safety hazards, as well as remeasured all indoor and outdoor areas that were previously measured on 08/21/2024. The following indoor measurements were taken today xx/xx/202x: BAMBOO: 33.504x 25.469= 853.31 minus 45.39(encumbered space) = 807.93 LOTUS: 33.343x 25.387= 846.48 minus 33.78 (encumbered space) = 812.70 OAK: 33.474x 25.371= 849.27 minus 32.37(encumbered space) = 816.90 SEQUOIA: 33.438 x 25.302= 846.05 minus 23.33(encumbered space) = 822.72 MOON: 32.543x 25.561= 831.83 minus 66.60 (encumbered space) = 765.23 RAINBOW: 32.559x 25.935= 844.42 minus 43.93(encumbered space) = 800.49 STAR: 33.895x 27.382= 928.11 minus 110.55(encumbered space) = 817.56 SUN: 48.1x 26.7= 1284.27 minus 143.55(encumbered space) = 1140.72 TOTAL PRESCHOOL INDOOR SPACE = 6,784.25 sq. ft. divided by 35 = 192 children The following outdoor measurements were taken today 7/28/2023: Playground 1 ('Parkour") 73.9x 37.7= 2,786.03 Playground 2(Sandbox and Bike Area): 181.48 x 81.54 = 14,797.88 Playground 3(A WING): 120 x 56.01 minus 17.51 (encumbered space) = 6,703.69 TOTAL PRESCHOOL OUTDOOR SPACE: 24,287.60 sq. ft. divided by 75 sq. ft. = 323 children Continuation of report on Pages 2... The Facility is clean, safe, sanitary, and in good repair. The Facility has adequate lighting and heating/air conditioning in all rooms. Currently facility is operating as a summer camp and is not providing lunches for children. Children bring their lunches from home and the facility only provides AM and PM snacks to the children. Cleaning and sanitation of dishes and utensils will be done via Dishwashers. The classrooms that do not have dishwashers use disposable utensils and plates will be utilized by the Facility. LPAs observed solid waste containers with a tight-fitting lid in all classrooms and in the playground area. Drinking water inside and outside will be provided through reusable water bottles. LPAs observed 15 sinks (225), 11 toilets (165), and 5 (75) urinals available for the preschool children. There is only cold running water in the children's sinks. There are enough materials, toys, and supplies for the capacity of children requested. All equipment and furniture are safe and age appropriate. Staff have separate staff bathrooms on site that can be utilized by sick children if necessary. Sick children will be isolated in the front office area of the Facility and isolation equipment is available. There is a fully charged fire extinguisher, smoke detectors, and carbon monoxide detectors. LPAs observed a complete first aid kit in each Room. Gamila states that there are no weapons, such as firearms, stored on the premises. The preschool playground is adequately fenced. There is sufficient equipment, toys, and materials for the preschool children outdoors. LPAs discussed supervision requirements of the children whenever they are in the playground area. Shaded rest areas are available throughout the playground via building overhangs, trees, and canopy. There were no bodies of water observed during today's inspection. Areas around the age appropriate & secure play structure and slide have resilient materials. Transportation will not be provided by the Facility. Gamila, Director, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Exit interview conducted and report was reviewed with Gamila, Director. No deficiencies issued during today's inspection. Notice of site visit was issued and must remain posted for 30 days. LPAs advised Gamila that increase is approved and a preschool license for 165 preschool children is approved effective today, 06/24/2024.
